Subject/title: QoS management model for bridging the gaps between QoS and QoE
Summary: Regulation is one powerful tool that in itself provides risks and opportunities to stakeholders within the industry. Telecom regulators have and continue to face challenges on how QoS compliance in their jurisdictions can be enforced in a desired turnaround time, at reasonable regulatory cost while not compromising on the reliability (stakeholder confidence) in QoS assessment outcomes. Suffice to indicate that, though a good number of reference materials have been published by the ITU T on QoS, the availability of a regulator-focused material that exhaustively addresses all relevant issues pertaining to practical QoS management has not readily come as a case-in-sight. The thrust for this proposed Draft New Recommendation is to provide guidelines that will help present-day regulators, especially those from developing countries, to address from a dashboard perspective the QoS/QoE gaps that characterize their QoS management operations, thus ensuring maximum value for consumers of telecom services.
