The accelerating development of space is unlocking possibilities that promises to reshape the global economy and drive social development. The space sector is embracing vast economic opportunities, e.g. satellite broadband, substantial private investment. Space technologies are bridging digital divides by delivering connectivity to remote and underserved regions, improving disaster response and climate and fostering global cooperation. Radio- frequency spectrum and associated satellite orbits are the foundational, finite resources that enable all space-based services.

ITU plays a vital role to ensure rational, equitable, efficient and economical use of the radio-frequency spectrum and associated satellite orbits. WRC-23 updated the Radio Regulation and many issues related to space service are being studied during the circle of WRC-27. Administrations attach great importance to the development of space and the use of spectrum and associated orbits and have updated their policies to adapt to the space development. The industry makes innovation in technology and business to make more solutions available driving the development of space.

Since 2001, the Ministry of Industry and Information Technology (MIIT) of the People’s Republic of China and the ITU have regularly hold high-level seminars for 18 sessions. In 2026, a high-level Seminar themed “Space for Development” is planned, along with related training activities, to strengthen practical cooperation in the field of global radio communications.

Main Objectives

  1. Facilitate exchanges on regulations and policies for space services.
  2. Promote cooperation in spectrum management and orbit coordination.
  3. Assist developing countries in improving their capabilities of international regulation and space development.
