Jennifer Chien
Senior Financial Sector Specialist, World Bank

​Jennifer Chien is a Senior Financial Sector Specialist and a part of the Responsible Financial Access (RFA) team in the Finance, Competitiveness & Innovation Global Practice at the World Bank. She is an experienced lawyer with expertise in policy and regulatory environments for financial inclusion, consumer protection, and digital finance. She works on consumer protection regulatory reform and capacity building, financial inclusion assessments, national financial inclusion strategies, and RFA global knowledge products. She previously worked as an independent consultant for the World Bank, USAID, and other clients in financial inclusion and consumer protection. Prior to this, Ms. Chien worked at CGAP as the manager of the Financial Inclusion Regulation Center and in the private sector as a corporate finance attorney at Simpson, Thacher & Bartlett LLP, a credit union analyst at the World Council of Credit Unions, and a management consultant at Oliver Wyman. Jennifer holds a bachelor's degree in economics and political science from Stanford University and a law degree from Harvard Law School.
Bilel Jamoussi 
Chief of Study Group Department, TSB, ITU

Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.
Boniface Kamiti
Manager, Consumer Protection, Competition Authority of Kenya

Mr. Boniface Kamiti is the Manager- Consumer Protection at the Competition Authority of Kenya, a position he has held since 2015. He holds a Master of Global Competition and Consumer Law from the University of Melbourne, a Master of Arts Degree in Economic Policy and Management from the University of Nairobi and a Bachelor of Arts Degree in Social Science (Economics) from The Catholic University of Eastern Africa.
 Ben Lyon

Ben Lyon is the CEO and co-founder of Hover, an API Platform for developers serving Sub-Saharan Africa. Prior to starting Hover, ben co-founded Kopo Kopo, a merchant aggregator in Kenya that has processed more than $1 billion in payment volume across a network of 20,000+ merchants. Ben also co-founded an early-stage Fintech accelerator called DFS Lab that has invested in startups across Africa and Asia. Ben lives in Seattle, Washington.
Rory Macmillan
Macmillan Keck Attorneys & Solicitors

Rory Macmillan is a digital services lawyer. He regularly advises regulators, policy makers, service providers and international organisations in Europe, Africa and Asia-Pacific on digital payments, remittances, banking and other financial services, digital identification, data protection and privacy law and regulation, as well as access to the telecommunications infrastructure across which digital services are provided, and competition issues in these various markets. He authored the recent study, Big Data, Machine Learning, Data Privacy and Consumer Protection in Digital Financial Services under the Financial Inclusion Global Initiative (FIGI). A native of Scotland, he is admitted to practice law in New York. Rory is a founding partner of Macmillan Keck Attorneys & Solicitors, and heads the firm’s Geneva office. Rory received his LLM from the Yale Law School in the USA in 1994, where he was a Fulbright Scholar and Rotary Scholar. He was awarded his LLB with First Class Honours from the University of Edinburgh in the UK in 1992. He is fluent in French.
Paul Makin
Financial Inclusion Consultant, Trouver

Paul has been active in the specification, development and operation of digital financial and digital banking services in both industrialised and emerging markets for around 30 years. Much of his background has been in the development of new, digital financial services - fintechs - and working with financial service providers to develop an overall strategy for their customer-focused product offerings, and with regulatory authorities to ensure visibility and compliance. Recently he has been extensively involved in developing policy papers for the National Treasury of Kenya, in support of digital identities, inclusive digital financial services, and the development of a digital economy. Outside mainstream payments, he has worked with a range of cryptocurrencies, and conceived of, and was the co-creator of, the M-PESA mobile money service in Kenya, which has grown to be the default payments service for the majority of Kenyans. He has also worked with banks and financial regulators across Europe, Africa and South Asia in the development and regulation of new financial services. He offers significant experience of deploying innovative digital financial services and solutions as well as an in-depth understanding of considered operational and information security best practice within the global retail payments industry.
