Executive summary:
Meeting of ITU-T Study Group 2
(Operational aspects of telecommunications and ICTs)
Virtual/Geneva, 9-18 September 2026

1     Overview

ITU-T Study Group 2 held its meeting in the now usual format, mixing virtual and physical meetings:

  • The opening plenary was held on Monday, 14 September (adopted agenda in SG2-TD290R1/PLEN).
  • Working party opening plenaries took place virtually during week 1.
  • The meeting was attended by 170 participants, with 38% of female participants, from 47 countries (40 Member States were represented). Participation details can be found in Section 8 below.
  • The meeting received 71 Contributions (analysis in SG2-TD437/PLEN) and handled 316 TDs.
  • Delegates reviewed 126 incoming Liaison Statements and agreed to send 34 outgoing Liaison statements (SG2‑TD440/PLEN).

The next SG2 meeting is scheduled for 23 February to 5 March 2027.  The complete schedule of meetings may be found in Section 6.

2     Major outcomes

The Study Group took the following decisions:

  • Advise the Director of TSB on the five NNAI applications referred to it by the NCT (see section 3 on NNAI matters);
  • Advised TSB to follow all other guidance and take all other seps on NNAI matters as specified in sections 3.7, 3.19, and 3.23 of the Q1/2 report (see section 3 on NNAI matters);
  • Three Recommendations were Determined under TAP, continuing the collaboration with SG11 regarding E.1122 (ex E.RAA4Q.TSCA) with the liaison statement contained in SG2-TD552/GEN;
  • Six texts (five Recommendations and one amendments) were Consented;
  • Sixteen new work items were initiated.

3     NNAI matters

Since the previous ITU-T Study Group 2 meeting (Virtual, 4-6 February2026 and Geneva, 9-13 February 2026), the Numbering Coordination Team (NCT) has held seven meetings. In addition, further consultations were carried out through email correspondence.  The NCT has worked on seventeen new or pending applications for international numbering codes.

The meeting considered SG2-TD479/PLEN which contained five NNAI applications referred to it by the NCT seeking guidance on various topics.

  • Advise the Director of TSB to:
  • Seek clarification from and advise Zscaler UK Ltd. in accordance with section 3.16 of the Q1/2 report;
  • Grant the requested extension to Telefonica Germany GmbH & Co. OHG, with the following caveat to be included in the letter: “In line with Principle 2 of Recommendation ITU-T E.190, which confirms that international telecommunication NNAI resources exist to facilitate the provisioning of public telecommunications services, we expect the assigned resource to be used exclusively for commercial purposes – this excludes any military use cases, as well as government or police use cases for national defense purposes, beyond the use cases specific to emergency and disaster preparedness and response, as specifically described in the request for extension";
  • Assign the requested resource to SIMpracy Ltd.; and
  • Assign the requested resource to SIMBA Telecom PTE.
  • Concerning the possible closure of the ENUM system under e164.arpa and the consultation for Member States launched in TSB Circular 123, which was merely for information purposes.

In light of the responses to the circular so far, the meeting decided to continue to work with NCC to fix those 'broken' delegations of CC under e164.arpa on a case-by-case basis, and not consider closure further.

As a way forward, the following was agreed:

  • TSB will send an email to the contact of those Member States who responded to the circular in favour of continuation of the service to ask them to elaborate on the potential use case for their country code. The guidance is contained in SG2-TD580R1/PLEN;
  • The meeting developed a response liaison to RIPE NCC and the IAB as contained in SG2-TD556R1/GEN with a summary of the circular and the decision made;
  • The TSB will work with RIPE NCC to use the list provided in 570-PLEN to help contact points determining how the broken delegation can be either fixed or deleted in accordance with the interim procedures. The guidance to TSB is contained in SG2-TD580R1/PLEN.
  • Regarding National Numbering Plans and further to TSB's document SG2-TD514/PLEN and Acudo Ltd.'s contribution SG2-C277, it was agreed that Acudo assist TSB in identifying a limited number of candidates for a trial to demonstrate the concept of the approach. The Member States will be approached by TSB, with a view to developing an initial technical solution.

As next steps and based on this initial solution, the Study Group will consider whether:

  • the technical solution may be expected to scale to include all Member States;
  • new elements of policy need to be developed by Study Group 2 (e.g., update to E.129); and
  • the difficulties that some Member States that are not part of this initial phase may face can be reasonably be overcome.
  • An update to draft TR on “Guidance for the Director TSB as stated in Resolution 91 (Hammamet 2016) "Enhancing access to an electronic repository of information on numbering plans published by the ITU Telecommunication Standardization Sector" (SG2-TD1396/GEN – (May 2021)) as a mechanism to identify and record the advantages and disadvantages of the exercise
  • The meeting reviewed an incoming liaison from SG11 on information regarding determined Recommendation A.RA "Appointment and operations of registration authorities" (reply to TSAG-LS17) and decided that no further action was necessary.  It agreed, however, to develop a liaison to TSAG to draw their attention on elements of the determined Recommendation that Study Group 2 deems important to consider in the context of the on-going TAP ballot. This liaison is contained in SG2-TD535R1/GEN.

No reports of potential misuse were received during this period.
