Adefola Amoo Founder, GridCodes Technology
He has an impressive career background in the Nigerian Air Force, where he spent most of his time leading technology projects and training technologists. His outstanding work in the Force earned him a nomination for a Nigeria National Award at the young age of 29. After retiring from the Air Force, Adefola remained active in both the public and private sectors. He has been a key member of the team that successfully implemented large-scale biometric forensics efforts for election outcomes validation in Nigeria. He has also contributed to improving security in the country by midwifing the design, deployment, maintenance, and operations of technology, processes, and strategies at the State Executive level. In 2018, he founded AKUTARI Limited, whose main product, GridCodes, has a global patent for digital addressing. In 2019, AKUTARI Limited set up operations in Kigali, Rwanda, and a year after that secured partnership with the National Post Office of Rwanda to incorporate GridCodes into their operations. Hon. Chris Baryomunsi Minister for ICT and National Guidance, Cabinet of Uganda
Dr. Chris Baryomunsi is the Minster for ICT and National Guidance, a position he has held since June 2021. He is also a Member of Parliament representing Kinkizi East constituency located in the Southwestern in Kanungu District, an office he has held since 2006 – to date. He has previously served as a Minister of State for Health and as well as Minister of State in charge of Housing in the Lands, Housing and Urban Development Ministry. He has served on several parliamentary committees, including the Health Committee and the Committee on Human Rights. Professionally, Dr Hon. Baryomunsi is a specialist in Human Medicine, Public Health & Demography. He holds a PhD in Public Health, holds a bachelor's degree in human medicine and surgery, a postgraduate diploma and master's degree in Demography. He also holds a post graduate Diploma in HIV/AIDS Management from the College of Venereal Disease Prevention, UK, among other qualifications. In addition to his political career, Baryomunsi is also a philanthropist and has been involved in various community development projects, including the construction of schools and health centers in his constituency.

James Byaruhanga General Manager, Raxio Data Centre, Uganda
James Byaruhanga is the General Manager of Raxio Data Center and has been at the forefront of designing, building, operating, and maintaining Uganda's first Tier III Carrier Neutral Data Centre. With over 20 years of experience in ISP, Data Centre and Telco in Network Administration, Service & Infrastructure Support and Executive Management, James has comprehensive and in-depth Knowledge of Wireless, VSAT and Cable Networks, Project Management of cross-functional projects in ISP and Telco related fields as well as Strategy and Planning Expertise on Voice, Video and Data Products. James is a Certified Data Centre Management Professional (CDCMP), Juniper Network Certified Internet Specialist (JNCIS), Cisco Certified Internet Professional (CCIP), ITIL Professional and Extreme Networks Specialist (ENS). Preceding his role at Raxio Data Centre, James served as a Founding Director and Chief Technical Officer at Roke Telecom before being promoted to Chief Operations Officer in charge of sales, marketing, business development, product development, administration, and strategic planning department all for a period of 9 years and 5 months. James sits on several boards including the Board of Fontes Foundation Uganda which is a Non-Government Organisation that provides support to Orphanage groups, provides water to rural communities, and builds schools for rural communities; projects currently handled are in the Kanungu, Katungulu and Kampala Areas. In addition, he also sits on the board of the ICT Association of Uganda (ICTAU) which is a multi-stakeholder initiative formed by private individuals from Uganda, with the vision of providing professional guidance to individuals and organizations in the private sector, as well as offering advisory services to the government on policy-based issues.

Jean Manuel Canet Senior Manager, Climate Change, Circular Economy, Orange
Jean Manuel is a Senior Manager, in charge of Climate and Biodiversity in the CSR Department of Orange Group. He has developed an expertise in the assessment of the environmental impact of ICT goods, services and organizations. He earlier led numerous projects to assess and reduce GHG emissions related to IT, for customers such as the European Parliament, France Télévisions or Zurich Financial Services. He serves as Vice-Chairman of ITU-T SG5 and Co-Rapporteur of the “Climate change and assessment of digital technologies in the framework of the SDGs and the Paris Agreement” question. He served as a member of the Advisory Panel of the UNFCCC “Momentum for Change” initiative. He also led projects developing public and private MOOCs (Massive Online Open Courses). Jean-Manuel graduated from Télécom ParisTech and the MBA Programme of the “Collège des Ingénieurs”. He holds a certificate in carbon accountancy from the French National Agency for Energy and Environment and a certificate in carbon finance from Carbone 4 Academy.

Francesca Cenni Programme Management Officer, Basel, Rotterdam and Stockholm Conventions Secretariat
Francesca Cenni is a programme management officer in the Science and Technical Assistance Branch of the Basel, Rotterdam, and Stockholm Conventions Secretariat (BRS). She is the focal point for activities in cooperation with the ITU, including study group five on question seven on e-waste, circular economy, and sustainable supply chain management. In the Secretariat, she coordinates the Partnership for Action on Challenges relating to E-waste (PACE II), and is responsible for technical assistance activities in emergencies, on Environmentally Sound Management (ESM) of waste-lead acid batteries, ESM of e-waste, and mercury wastes. She also serves as focal point for BRS technical assistance activities in Latin America and the Caribbean. Ms. Cenni is one of the authors of the E-waste Challenge MOOC and, in the past, she coordinated the Probo Koala assistance programme in Africa, the E-waste Africa programme, the Waste Mercury and Lead programmes of the Basel Convention, facilitating projects in cooperation with the Basel Regional Centres. Ms. Cenni, an Italian national, holds a master’s degree in environmental sciences from Bologna University, in Italy, and worked as a researcher at Lund University, in Sweden, where she specialized in marine toxicology. |

Paolo Gemma is a senior specialist and representative of Huawei on issues related to energy saving and environmental sustainability. Prior to joining Huawei, Dr. Gemma was working with Nokia Siemens Networks, where he was responsible for EMC (electromagnetic compatibility) and electrical safety areas. He also worked in the Siemens Communications Division. Dr. Paolo Gemma also plays an active role in international standardization activities. Since 1993, he has been engaged in ETSI (European Telecommunication Standard Institute) activities and he also participates in the development of EMC standards. In 1997, Dr. Gemma joined ITU-T Study Group 5 on Environment, Climate Change, and Circular Economy as a Rapporteur and he is now the Chairman of Working Party 2 “Environment, Energy Efficiency and the Circular Economy”. He also acts as Vice-chairmen of the United for Smart Sustainable Cities (U4SSC) initiative. In 2002, Paolo Gemma was appointed as the Secretary of the Committee ETSI TC EE and as of 2009, he holds the position of Chairman of the EEPS EE(eco Environmental product standard) working group. Pauline Henriot Policy Analyst, International Energy Agency (IEA)
Pauline Henriot is working at the IEA as Policy analyst in the Energy Efficiency division, where she works on the 3DEN project on consumer flexibility and network digitalisation. Before joining the IEA, she worked first at the French Energy regulator, on distribution tariffs and smart grid regulation, and then in a utility, on flexibility scheme for power consumers. Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.

Eng. Irene Kaggwa is Ag. Executive Director at the Uganda Communications Commission. She is also the Director for Engineering and Communication Infrastructure at the Commission. Eng. Kaggwa Sewankambo possesses vast experience in the ICT sector spanning policy development, research, regulation, and implementation in various aspects, including internet development, licensing, universal access, quality of service, numbering resource management, as well as promotion of research and innovation. Peter Kadar Director, Power System Department Faculty of Electrical Engineering, Óbuda University
Peter Kadar was born in 1963, Budapest, Hungary. He received Power Engineering diploma at Technical University of Budapest 1987; PhD 1994; MBA at Open University, UK, 2002. He works in the area of the power system control and renewable energies. First, he worked for industry (Power Station and Network Engineering Company), then in research (Research Institute for Measurement and Computing Techniques Department of Industrial Application) and later at a software development company (DYNAdata Ltd.). Between 2002 and 2005 he is the editor in chief of magazine “Electrotechnics”. He was a lecturer at Technical University of Budapest from 1994 to 2010, and now professor at Óbuda University, Budapest, Hungary. He gives lectures about energetics, energy management, renewable systems and informatics in the energy sector, simulation and planning, energetics, power system control, renewable energy sources. He teaches in BSC, MSC and PhD courses. He has more than 200 publications. He is the director of the Power System Department Faculty of Electrical Engineering at Óbuda University, but also served as appointed dean of the faculty in 2018. He was invited lecturer at Patra Summer University 2007-2014, in Patra, Greece. He is also member of Hungarian Electrotechnical Association since 1985, Chair of Scientific and Professional Committee 2013 -2019. Member of CIGRÉ, member of organising committees of conferences. Fryderyk Lewicki WP1/5 Chairman and Rapporteur of ITU-T SG5
Fryderyk Lewicki received MSc and PhD degrees from the Wroclaw University of Technology (Poland). He is also a graduate of several telecommunication programs provided by the United States Telecommunication Training Institute in Washington DC (1990-1992). Since 1985 he joined the Orange Labs Poland where he is expert on Antennas, Radiowave Propagation and EMC. He is Orange Expert Senior in Energy & Environment. He is Chairman of the ITU-T SG5 WP1/5 “EMC, lightning protection and EMF ” and for the fourth term the Rapporteur for Question 3/5 “Human exposure to electromagnetic fields (EMFs) from information and communication technologies (ICTs)”. In the ITU-R SG3 “Radiowave propagation” he is chairman of the Sub Working Group SWG 3K-2 “Path general propagation method”. He is also Past chair of the Polish Chapter of the IEEE EMC Society. He is also active in IEC TC106 committee. The main fields of his activity are: antenna systems, protection against electromagnetic radiation, spectrum management, electromagnetic compatibility and radiowave propagation. He is author and coauthor of about 90 technical papers and 5 patents. |
Emmanuel Manasseh Director of Industry affairs, TCRA, Tanzania
Dr. Emmanuel C. MANASSEH has more than 17 years of experience in the telecommunications sector; has extensive technical and regulatory expertise in mobile technologies, spectrum management and telecommunications regulatory framework. He received the BSc. degree in Telecommunications Engineering from the University of Dar Es Salaam, Tanzania in 2005; Masters of Engineering (M.Eng.) degree from Hiroshima University, Japan in 2010; he received Doctor of Engineering (Dr. Eng.) from the department of System Cybernetics at Hiroshima University, Japan in 2013. Dr. Manasseh joined Tanzania Communications Regulatory Authority (TCRA) as a Principal Research Officer in October 2014. From June 2019 to date, he is working as a Director, Industry Affairs at TCRA. Prior to joining TCRA, he was a Lecturer at Nelson Mandela African Institute of Science and Technology (NM-AIST) Arusha, Tanzania, from May 2014. From April 2013 to March 2014, he was an Assistant Professor at Hiroshima University in the Department of System Cybernetics. Dr. Manasseh began his career at Celtel Tanzania Limited (Now Airtel Tanzania), as a Telecommunications Engineer, working on Operation & Maintenance of all 2G/3G Base Station Subsystem (BSS) from 2005 to 2007. Dr. Manasseh holds different leadership roles, including Chairman of the Board of Trustees, Tanzania Education and Research Network (TERNET); Board Member of Maendeleo Bank PLC; and a Member of National ICT Skills Development Council. He is also a Vice Chair of ITU -T Study Group 20, Internet of Things and Smart Sustainable Cities. William Mnyippembe Principal Engineer, Tanzania Communications Regulatory Authority (TCRA)
William Mnyippembe has 17 years of experience in telecommunications and regulations and is currently serving as a Principal Engineer with the Tanzania Communications Regulatory Authority (TCRA). He worked for Airtel between 2006 and 2008 as a Base Station Subsystem Engineer responsible for the operation and maintenance of base stations, and transmission systems. He joined the ICT regulator in 2008 and has since been involved in National Quality-of-Service (QoS) regulatory strategy-including carrying out QoS measurement and analysis to support enforcement activities, carrying out the assessment of Radio Frequency EMF Radiation and planning for national RF radiation management, as well as developing strategies and advising on the national spectrum management policy. He has taken part in various discussions within the country on emerging technologies and strategies for digital transformation. He is currently the Vice Chairperson of the ITU-T SG AFR and has been involved in the work of ITU T study group 5 since 2017. Mr Mnyippembe holds MSc. in Communications Engineering from the University of Birmingham, United Kingdom (2014) and a BSc in Telecommunications Engineering from the University of Dar Es Salaam, Tanzania (2006).

Christine Mugimba Director ICT and Research, UCC
Christine Mugimba is the Director of ICT and Research at the Uganda Communications Commission (UCC). She has broad knowledge and expertise in Communications Regulation accumulated over 20 years in the areas of Quality of Service, Spectrum Management, Strategy, Research and Development, and Innovation Promotion. Her current role involves strategic leadership of the environment management function. A registered engineer with the Engineers Registration Board, Christine holds a Bachelor of Science in Electrical Engineering from Makerere University and a Master of Science in Communications Systems and Signal Processing from the University of Bristol, UK. She recently completed her EMBA with the Saunders College of Business, Rochester Institute of Technology, NY, USA. Prior to this appointment, Mrs. Mugimba held various leadership positions at the Commission, including Head, Spectrum Management; Head, Engineering and Postal Services; and Head, Strategy and Research. |
Helen Nakiguli SG5RG-AFR Chairman
Helen is the current Chairperson for the ITU-T SG5 for the African Regional Group, works at the Uganda Communications Commission as the Senior Officer Environment Management. She is an associate rapporteur for Question 7 under the Study Group 5 on ‘e-waste, circular economy and sustainable supply chain management’, and a past Vice Chair of the Working Group 7 [Green ICTs and E-waste Management] of the East African Communications Organization (EACO). She is an environmental professional providing technical oversight, management, planning and implementation, consultancy, policy advice and research on environmental sustainability projects, frameworks, and project designs. She is part of the teams in contribution of international, regional and national standards, guidelines and strategies in environment and sustainability. She has spearheaded national projects and initiatives on ICT environmental compliance including e-waste management, the recent one being a study on the end-of-life management of end user ICT devices and the national EMF survey for mobile phone base stations in Uganda. She was at the fore front at the recent launch of the national e-waste collection centre in Uganda. Helen holds a MSc.in Environment Management and Sustainability (climate change pathway, a B.Engineering in Environmental Engineering and Management and a Post Graduate Diploma in Project Planning and Management. |

Peter Kimani Ndung’u AG. Director Complaints & Investigation, Public Procurement Regulatory Authority Mr. Peter Ndungu, serves as the Ag. Director Complaints & Investigations. Previously was Manager /Team Leader M & E, Research, Reporting & Advisory Services, at Public Procurement Regulatory Authority (PPRA). He has vast experience in procurement and supplies management spanning over 16 years. Before joining PPRA, Mr. Ndung’u worked as a procurement officer with then the Ministry Of Finance and earlier as researcher assist with Institute of policy analysis and research, IPAR. He joined PPRA as a compliance officer and later promoted to Manager Compliance and then the current position. He is a member of Chartered Institute of Purchasing and Supply (CIPS) and Kenya Institute of Supplies Management (KISM) and has attended various trainings in Leadership and Procurement both locally and internationally. Sarah Njau Sustainability and Impact Business Manager at Vintz Plastics Limited
Sarah Njau is the sustainability and impact business manager at Vintz Plastics Limited. She has previously worked as the Business Development Officer WEEE Centre and adjunct lecturer at Moi university, Nairobi campus teaching research methods and social development related courses such as; Development and governance, development concepts as well as ethics and social responsibility. She holds a bachelors of arts in social sciences from Makerere University, Kampala Uganda and a masters of sciences in development studies from Moi University Kenya. She has been engaged extensively in the development of various waste management policies in Kenya and the greater EAC [Sustainable waste management act and policy, National E-waste Strategy (Kenya) and the Regional E-waste Management strategy 2022-2027]. She is a member of the EACO working group 7 (green ICTs and E-Waste Management), Kenya’s national e-waste steering committee as well as the EEE PRO formulation secretariat.

John Omo Secretary-General, African Telecommunications Union (ATU)
Mr. John Omo is the Secretary-General of the African Telecommunications Union (ATU), the African Union’s specialized agency for telecommunications and ICTs’ development in Africa. He has held the position since January 2019 and was re-elected for a second 4-year term at the ATU Conference of Plenipotentiaries held in Algiers, Algeria in July 2022. He leads the continental body entrusted with building consensus within African countries in the development of ICT policies, systems, and services, and also in coordinating African participation in international ICT fora. Mr. Omo has 31 years of experience as a lawyer and has contributed immensely to the development of local and international policies, legislation, agreements, and treaties in all areas of public service life but mainly in the area of ICTs. Prior to his election as the Secretary General of the Union, he worked with the Communications Authority of Kenya, Kenya's ICT regulator, where he provided leadership over the Authority’s legal matters and strategies. Before that, he worked in the public/civil service. He holds a Master of Law degree in International and Commercial law from the University of Sheffield - UK, a Bachelor of Law from the University of Nairobi - Kenya, and a Diploma in Human Rights Law from the UN Human Rights Centre, Geneva, and ILO Centre Turin among other professional courses. Mr. Omo was recently awarded the Global Merit Leader Awards 2022 by Telecom Review during Telecom Review Leaders’ Summit in Dubai, UAE.

Andrew Otim Head, Strategy and Business Planning, UCC
Mr Andrew Otim, works with the Uganda Communications Commission (UCC) as the Head of Strategy and Business Planning. He has a wealth of experience in strategy development and management, research, policy development and analysis, business process improvement, Monitoring and Evaluation. Within the Uganda Communications Commission, He is responsible for coordinating the development and implementation of the organization’s strategy including ensuring alignment to sector, national and global ICT development goals and priorities. His roles include; providing technical advice to the leadership of the organization towards development and implementation of ICT sector policy and strategies. Over the last 10 years, he has provided technical expertise in the development and implementation of various transformational strategies in the areas of digital transformation, digital inclusion, EoL management and circular economy, innovation, measuring ICTs for inclusive development, among others. He holds a Msc. Development Economics, Bsc. Statistics and Economics and various professional certifications in Strategy Development, Performance Management and Monitoring and Evaluation.

Juma Ooro Acting Deputy Director/Consumer Protection & Advocacy, Communications Authority of Kenya (CA)
He is a University of Nairobi trained Economist (Master of Arts in Economics) and is in charge of Consumer Protection and Customer Service at Kenya’s ICT Regulator, the Communications Authority of Kenya (CA). He has worked at CA for 17 years. Previously, he worked at Kenya’s Competition Regulator, now the Competition Authority of Kenya for over 10 years. Mr. Ooro is the current Chairperson of East African Communications Organisation’s (EACO) Working Group 07 on E-waste Management and Green ICTs, having served for 10 years. He is also a member of the International Telecommunication Union (ITU) Study Group 12 that deals with Performance, Quality of Service and Quality of Experience.He has supervised successful development of consumer protection and customer service instruments as well as surveys in competition, consumer, customer satisfaction and service delivery issues for the organizations he has worked for.

Charlyne Restivo Project Officer, International Telecommunication Union (ITU) Charlyne Restivo works as a Project Officer at the International Telecommunication Union (ITU) on issues related to sustainable digital transformation, financial inclusion, digital finance, and on special projects. Charlyne started her career at ITU in 2013. Charlyne was the advisor of ITU-T Focus Group on Environmental Efficiency for Artificial Intelligence and other Emerging Technologies under ITU-T Study Group 5, until conclusion of the Group in 2022. Prior to joining the ITU standardization sector, Charlyne worked at the Office of the ITU Secretary General for four years and at the Strategic Planning and Membership department of ITU. Charlyne holds a specialized master’s degree in international relations and a diploma of political sciences from Sciences Po Lyon, France, and has studied at the University of California Santa Cruz. Charlyne is a certified PRINCE2 project manager, and speaks English, French and some Spanish.

Ally Y. Simba Executive Secretary, East African Commucations Organisation (EACO)
Dr. Ally Y. Simba is the Executive Secretary of East African Communications Organization (EACO). EACO is a regional organisation responsible for communications sector policy harmonisation in East African region based in Kigali, Rwanda. He has more than 20 years of experience in communication industry where he has worked as an Engineer with a mobile phone operator, as a researcher, as regulator, and as policy maker with the central government of the United Republic of Tanzania. Dr Simba received his B.Sc. (Hons.) degree in Electronics Science and Communications from the University of Dar Es Salaam, Tanzania, in 1998, and the M.E and Ph.D. degrees in Electronics and Information Engineering from Hokkaido University, Sapporo, Japan, in 2003 and 2006, respectively. Dr. Simba was an Expert Researcher with the National Institute of Information and Communications Technology, Tokyo, Japan from 2006 to 2011, where he was involved in research on the effect of exposure from mobile phones and base stations to the human health. From 2011 to 2013, he was a Manager for Planning and Research with the Tanzania Communications Regulatory Authority (TCRA), Dar Es Salaam, Tanzania. From 2013 to 2015, he served as a Director of ICT at the Ministry of Communication Science and Technology (MCST) of the United Republic of Tanzania and later appointed to the position of Director General of TCRA in July 2015, a position he served until December 2016. Dr. Simba has published widely in peer-reviewed international journals and presented his research work in more than 30 international conferences. He participated actively in the work of the Study Group 5 of the International Telecommunication Union (ITU) since 2009. Dr. Simba is a Chartered Engineer, registered with the U.K. Engineering Council and a Fellow of the Institution of Engineering and Technology, U.K., where he served an International Professional Registration Advisor for Engineering Professional Registration from April 2011 to March 2014. He is also a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE).

Dorothy Kabagambe Ssemanda is the Chief Executive Officer for ATC Uganda and has been with the organisation since 2012. She is a Fellow of Association of Chartered Certified Accountants FCCA, holds a Master of Business Administration from Edinburgh Business School, Herriot Watt University in Scotland UK and a Bachelor of Commerce Degree from Makerere University Business School.Dorothy started her career as an audit associate with Ernst and Young and later joined PricewaterhouseCoopers where she excelled in Audit and accounting for several multinational organisations including Banks, FMCGs, INGOs, etc. She then moved to Airtel Uganda as business planning analyst working on pricing, business analysis, budgeting and forecasting and supported the due diligence and transition from Zain Uganda to Airtel Uganda. In 2012 she joined ATC Uganda as finance operations manager and has held several roles including Supply Chain Manager, Finance Project Advisor for a start up in Tanzania, Regional Treasury Manager overseeing six countries in EMEA and was later promoted to Chief Finance Officer where she has led the finance organisation. Under her leadership, Dorothy transformed the finance organisation from what was purely numbers to strategic business partners for the company. She led several power analysis projects working directly with cross functional teams to understand the numbers and execute projects for continuous improvement. She supported the business through several challenges with the URA and most importantly worked hard to close the approval for the amalgamation of ATC Uganda. In 2022, she was promoted to CEO and is the first black female CEO across American Tower. She leads the Uganda subsidiary and is focused on building meaningful engagements with customers, stakeholders and creating an environment for all staff to grow through a people centric culture. Her goal is to create a culture that prioritizes the needs and well-being of employees, customers, and other stakeholders. Shaban Sserunkuma Director Programmes, Global Consumer Centre (CONSENT)
Shaban R. Sserunkuma, is a passionate consumer activist, currently the Director Programmes, at the Global Consumer Centre (CONSENT), a Consumer rights and policy advocacy organisation based in Kampala, Uganda, but with ambitions to reach all corners of Africa then the world. Currently he is in charge of policy advocacy and regulatory compliance under the Consumer Engagement for Sustainable Food Systems Transformation, a project under implementation in the East Africa region (Uganda and Kenya), between CONSENT and Consumer Grassroots Association (CGA). The project supported by Bio-vision, thr Swiss organization with the goal of preserving Africa's natural environment and sustainable improvements in living conditions of Africa. The project is aimed at building a strong consumer movement championing agro-ecology as a viable means to the realisation of the right to food for all and building Sustainable food systems. He has represented the consumer movement in various processes, forums and events, including trade policy reform, consumer protection, product standards development under the Uganda National Bureau of Standards (UNBS) and international Consumers International, the global confederation of consumer rights organizations based in London, UK. He has worked as a regular columnist with the Daily Monitor Newspaper, the leading privately owned newpaper in Uganda, focused on consumer perspectives, spanning a number of topics and themes. He has also worked as team leader for the inhouse publications on consumer rights and activism at the Uganda Consumer Protection Association and Consumer Education Trust and has written extensively on the plight of consumers as well as advocacy for policy reforms to protect consumers.

Dr. Abubaker Matovu Waswa is the Head of the Department of Electrical and Computer Engineering at Makerere University. He lectures and undertakes research in the field of telecommunications and computer engineering within the Department of Electrical and Computer Engineering. He previously served as the Chair and Co-Chair of the Technical Program Committees (TPCs) for 6th and 7th National Conference on Communications (NCC 2020 and NCC 2022). Additionally, he worked as an Experienced Solution Architect at Ericsson where he was responsible for telecommunications network designs and project management of network deployments. He also held Network Planning Engineer positions within Uganda’s network operators – MTN Uganda and Uganda Telecom. He has publications in international conferences/journals with his research interests being in the engineering of evolving telecommunication systems, currently focusing on device-to-device (D2D) communication, internet of things (IoT), cyber security and smart networking. Dominique Würges ITU-T SG5 Chairman
Dominique Würges is currently Chairman of ITU-T Study Group 5 and Director of Institutional Relations for Standardisation within Orange. He is responsible for relationships with international organizations involved in standardization activities at national and international levels (ITU, ETSI, AFNOR, etc.), and participates in the governance meetings of these organizations. He is also vice-chair of ITU-D SG2 (ICT services and applications). He is active in many issues addressed by SDOs and foras, such as Green ICTs, network security, relations between carriers, or the evolution of the broadcasting standardization and system. At the European level, he is currently Vice-Chair of ETSI General Assembly, elected in 2018. Within European Commission, he is a Member of the European ICT Standardisation policy multi-stakeholder platform for ICTs standardization, representing ETNO. He is also a member of the French National Standardisation Organisation Strategic Committee and part of the Digital Broadcast Forum (FAVN). He has previously been Responsible for France Telecom’s External Relations and multilateral affairs, in charge of organizations focused on telecommunications questions, and before was Head of the Data and Directories Department of France Telecom. Teslim Mohammed Yusuf is presently the Acting General Manger: Energy Efficiency Programme at the South African National Energy Development Institute (SANEDI). Teslim has over 15 years experience in the energy sector, cutting across Telecommunications, Smart Grids, Energy Data Science and Energy Efficiency. Teslim has held several technical and management roles at SANEDI, including acting in the capacity of General Manager for the Smart Grids & Data and Knowledge Management Programmes and recently leading research initiatives on energy management systems within the pulp & paper and automotive sub-sectors.
