Shoaib Alam
Founder, Enablers Inc.

Shoaib Alam is a serial entrepreneur and currently a founder at Enablers Inc. He has been passionate about wireless network testing and has worked for 16 years in this domain. At Enablers Inc, he is trying to transform how network testing is done by deploying cloud and shared mobility as key drivers. His vision is to bring enormous value to the telecom industry by having 100x test data at a reduced cost allowing a much clearer picture of the network QoS. Enablers Inc has previously delivered OSS platforms to customers like Nokia, Motorola, Telenor and MTN. Amongst other ventures, he founded and headed a large wireless consulting firm based out of Pakistan with operations in multiple Middle East countries. He has delivered various large scale wireless projects with both service providers and vendors.
​​Yeşim Sadiye Gönen 
Electronic Engineer, Turk Telekom, Turkey ​

Electronic Engineer Mrs. Gönen has more than 20 years of experience in the telecommunications sector, including the areas of quality of service, network planning, test management  and core network operations. She has actively worked at planning and rollout of number portability , 3G and LTE projects at core network. She is currently working on QoS monitoring strategies and voice quality enhancements for mobile network. With the changes at the network, she focuses on QoS monitoring in 5G and NFV’s.

Head, Global Technology and Innovation Policy, Netflix​

Josh Korn is the head of global technology and innovation policy at Netflix, the world's leading streaming entertainment service. He leads a team of policy experts in various technology policy fields. Josh is an expert on the intersection of technology and entertainment including issues related to artificial intelligence, protection of minors, net neutrality, and media law. He Works to promote policies that support a competitive, open and dynamic internet entertainment ecosystem with vibrant choice for consumers. Josh has held many positions at Netflix including head of policy in Australia and New Zealand, global protection of minors policy lead, and manager of US state and federal policy. Prior to joining Netflix, Josh investigated anticompetitive conduct and mergers as a part of the Telecommunications and Media Enforcement Section of the U.S. Department of Justice Antitrust
Mehmet Özdem
Vice-chair, SG12 Quality of Service Development Group

Mehmet Özdem has more than 18 years of experience in Telecommunications industry and during this time, he was involved in huge projects like NFV/SDN, 5G transformation, Ipv6, private networks, IP/MPLS network design, IPTv, NGN. He is currently the senior manager of the Network Architecture & Design Department Group Manager at Turk Telekom Group. He is responsible for the most efficient and effective end to end architectural design for fix and mobile networks. He works as Vice Chair in ITU-T SG12 and QSDG Groups. He is  also closely working with international organizations (ITU, TIP,ETSI, ONF) about network architecture, network evolution, QoS, QoE and convergence of future networks. Ozdem is an Electrical and Electronics engineer with an PhD degree, and he also has CCIE, PMP and ITIL certifications.
Simon Saunders
Advisor, Enablers Inc.

Prof. Simon Saunders is an independent advisor and researcher with deep industry and academic background in communication systems technology and a burgeoning interest in the intersection between real and artificial neural systems, communication systems and music. He is a Visiting Professor at King’s College London and Trustee of the charity Music for All and an advisor to Enablers Inc. Simon is a specialist in the technology of wireless communications, with a technical and commercial background derived from senior appointments in both industry (including Google, Motorola and Philips), academia (University of Surrey, Trinity College Dublin) and regulation (Ofcom). He founded the Small Cell Forum and chaired this industry association from 2007-12, growing membership to 150 companies and working with 3GPP to create the first standards for small cells. He acted as Director of Emerging & Online Technology for Ofcom, leading Ofcom’s Emerging Technology programme and creating their Online Tech team (2020-21).  At Google (2015-20), he worked with operators globally to enhance wireless connectivity via a range of advanced technology initiatives, combining wireless networks, artificial intelligence and network virtualisation. As co-founder and Director of Technology for independent wireless strategy advisory firm Real Wireless (2006-15), he was responsible for overall technical capability and direction, providing independent wireless expertise and advice to operators, regulators, technology and law firms and wireless users. In 2019 Simon organised the world’s first 5G music lesson on behalf of charity Music for All, led by famous musician Jamie Cullum. He is an author of over 150 articles, books and book chapters, including a popular textbook on antennas and propagation. He has invented over 15 patented wireless technologies and  served on technical advisory boards of several companies and universities.
​​​Yvonne Umutoni
Chair, SG12 Quality of Service Development Group

Yvonne Umutoni holds a Master's Degree in Communications Networks and Software from University of Surrey, Guildford, United Kingdom (UK) and a Bachelor's Degree in Electronics and Telecommunication Engineering from University of Rwanda, College of Science and Technology, Kigali Rwanda. Umutoni works for Rwanda Utilities Regulatory Authority (RURA) since August 2007. In the ITU, Umutoni chairs the ITU-T Quality of Service Development Group (QSDG) since 2012. She is also the Vice Chairperson of the "ITU-T SG12, leading group on Performance, QoS and QoE" and Rapporteur of "Question 12/12 on "Operational aspects of telecommunication network service quality" since 2017. Moreover, she is the editor / co-editor of ITU-T standards such as (ITU-T Recommendations Y.1545.1, Y.1545, ITU-T E.800 Supplement 10, G.1028.2.
Thomas Volmer
Director, Global Content Delivery Policy, Netflix

Thomas Volmer is the director of global content delivery policy at Netflix, the world's leading streaming entertainment service. Thomas is an expert on the development of hyper scalable internet infrastructure, at the intersection of technology investments, engineering and public policy. He works to promote policies that enable the development of a global unconstrained, open internet. Prior to joining Netflix, Thomas worked for over 12 years in the internet industry; most recently at Google on content delivery network and data center footprint expansion and a​t Orange in various business and regulatory affairs management positions.
