Biographies

Martin Adolph ITU Martin Adolph is a Study Group Advisor with the ITU, the United Nation's specialized agency for information and communications technologies. Working in ITU's standardization bureau, he is coordinating ITU-T activities in the field of performance, quality of service, and quality of experience, and distributed ledger technology. He holds diplomas in Computer Science from TU Dresden and in Engineering from École Centrale Paris.
Zeid Alkadi TRC Mr. Zeid Alkadi is the head of quality control to the Telecommunication Regulatory Commission (TRC) in Jordan, generally managing the radio and technical complaints operation in cooperation with mobile operators. Mr. Zeid Also headed the technical studies section in TRC Jordan, which included proposing technical requirements, guidelines and instructions, research and benchmark. He also established CBA for regulated services via benchmarking and statistical data analysis. Mr. Zeid developed strategies for NGN project in cooperation with EU twining program and managed public consultations related to policies and regulations. Zeid is currently an active admin member of ITU SG12 for the period 2017-2020, his interests in QoS/QoE modeling was translated into best award operator via implementing statistical modeling and benchmark projects. Other than QoE KPI investigations, his interests cover crowdsourcing, OTT and IoT fields. Mr. Zeid Alkadi holds 16 years of experience and currently holds M.S in Communication Engineering and M.S. in System Engineering and Engineering Management from University of North Carolina at Charlotte, USA.
Vlad Bratu SIGOS, Germany Vlad Bratu works as a Product Manager for the SITE system, in the Quality of Service and Quality of Experience Business Unit. His main responsibility is to define new features that will be included in the SITE Roadmap. Before joining SIGOS, Vlad worked as a Research Engineer at Wireless@KTH, a leading research center in the area of wireless communications. His work focused on the area of antenna-based Self-Optimizing-Networks and later, techno-economic aspects related to Machine-to-Machine (M2M) communications and cellular networks. Vlad holds a Master of Science (MSc.) in Communication Systems from KTH, Royal Institute of Technology in Stockholm, Sweden. He also holds a Bachelor of Science (BSc.) in Electronics Engineering and Telecommunications from University Polithenica of Bucharest.
Stavroula Bouzouki EETT She is Head of Regional Office of the Hellenic Telecommunications & Post Commission Patras. She worked for 18 years at the regulatory area and among others duties and projects, she was the leader of the editorial Group on Quality Indicators of mobile communications systems for the project "System of Measurement and Reporting of Electronic Communication Networks' Quality Indicators", head of the Implementation Group of the in-house, financed by EE, project "Study of international practices for measuring Electronic Communication Networks' Quality Indicators for existing and new technologies and their adaptation to the Greek Telecom Market and regulatory framework", chairman of the Monitoring and Acceptance Committee of the project "System for Measuring and Reporting of QoS of Electronic Communication Networks", Chairman of the Task Force, appointed via the EETT Decision 621/2011 (OGG Issue 2417/B/2011), composed of representatives of the mobile providers of Greece and executives of EETT about QoS measurements and member of the Regulatory Framework for the Neutrality of Electronic Services Networks according the European Decision EE 2015/2120. She has PhD in Wireless Mobile Communication Systems, Polytechnic Sector of the University of Patras, Greece, October 2001 and Diploma in Electrical & Computer Engineering, University of Patras, Greece, 1997.
Vinícius Caram Anatel, Brazil Advisor of the Management of Quality Obligations Control of Anatel. Electrical Engineer, Master in Telecommunications Engineering (2008), postgraduate in Telecommunications Management (2002) at University of Brasília. He worked for 13 years as a specialist engineer and consultant in O & M, Optimization and Mobile Network Planning. At Anatel, he worked in the regulatory area, with emphasis on the studies of femtocells, 700MHz and radio bidding bids. Coordinator for the Implementation of the Risk Management Process to Critical Infrastructures of the Telecommunications Networks and responsible for the Network Monitoring Center. One of the creators of the Anatel Mobile Service Application, winner of the Mobile Award TELA VIVA 2014. Coordinator of the Quality of Mobile Networks for World Cup and Olympic Games. Anatel representative at the Institutional Security Office in the subgroup of Critical Infrastructure for Telecommunications and Broadcasting. He acted academically as a graduate professor in Electrical Engineering disciplines and postgraduate in Telecommunications MBA.
Michal Chrostek Senior Sales Director, Infovista Michal Chrostek M.Sc. Telecommunication. Postgraduate MBA St. Gallen Business School & Cracow University of Economics. Senior Sales Director at Infovista (CEE). Prior to joining Infovista Michal was supporting various RAN and E2E QoS Assurance projects as part of Ericsson, Siemens and Nokia organizations. Starting from project delivery, finishing at service scope definition, contracts negotiations and KPIs fulfilment. More than 18 years of experience in telecommunication industry focusing on QoS, E2E testing, passive and active monitoring methodology and service assurance. 10 Years in Sales working for various telecommunication equipment vendors and service providers – among the others Aircom, Empirix & Ascom Network Testing.
Ahmet Dağlar Quality and Assurance Expert, Türk Telekom Ahmet graduated in 2006 as Electronic and Communication engineer from Kocaeli University. He has 10 years experience especially for Fixed Access, IP and IPTV domains on private telecom sector. He worked for national companys (such as system integrator, local ISP etc.) from 2006 to until May 2011. Between May 2011 and Sepember 2014 he worked as Fixed Access Networks support engineer for EMEA region at Alcatel-Lucent. He is currently Quality&Assurance Expert at Türk Telekom. And his main focus is determining quality standards and performance indicators (via using Probe/OSS/DPI methods) of end to end product/services for integrated Mobile and Fixed networks (IPTV, OTT, VPN, Wifi services etc.).
Ian Fogg VP Analysis, OpenSignal Prior to joining OpenSignal, Ian created product strategy recommendations and market analysis reports for 15 years at Forrester, IHS Markit and Jupiter Research. As Senior Director at IHS, Ian led the team responsible for forecasting mobile network infrastructure, telecom operators, mobile apps, smartwatches and smartphones. Also, Ian has 9 years of experience in product and marketing roles at mobile operator Three, cable operator Cable & Wireless and device maker Psion. At OpenSignal, Ian and his team develops new insights using OpenSignal's mobile analytics data. Ian has end-to-end expertise across the mobile and telecom market. He is an energetic and passionate speaker and is regularly quoted in business media, including: CNBC, Financial Times, BBC, AP and Reuters.
Tiago Sousa Prado ANATEL Tiago is a Communication Networks Engineer with a Master degree in Business Administration and a Master degree in Public Policy and Economic Development. He has 10 years of experience in the public and private sector on the ICT industry in a national and international level, having worked at IT deparment of Banco do Brasil, the biggest retail bank in Brazil, and being currently at Anatel, the Brazilian telecommunication's national regulatory authority. He has focused his career in providing value-added solutions to governments and companies worldwide based on efficiency, reliability and economic rationality principles, especially by elaborating public policy and regulatory solutions and by actively speaking and contributing in the ITU and CITEL conferences throughout the years. He is currently Vice-chairman of the ITU-T Study Group 12 and QSDG, and also co-rapporteur of Q12/12.
D.P Rasika Manager, Network Service Quality Mobitel (Pvt) Ltd Responsible for defining and establishing the Mobitel network quality audit process and specifications in compliance with industrial standards to deploy continuous monitoring platforms and to perform data analysis in order to enhance the Network performance in line with the standards. He also contributes in establishing the monitoring process of Mobitel network Quality of Service (QoS) and Quality of Experience (QoE) by assessing the customer’s network service experience against industry benchmark standards. Mr. D.P Rasika has been working for Mobitel (Pvt) Ltd in Network Quality domain since 2006 and involved in End to end quality enhancement in GSM, WCDMA, LTE and WiFi networks. Further, he has experience in identifying, diagnosing & resolving of critical network quality issues in a mobile network. He has obtained Bachelor’s degree in Electrical & Information Engineering (Honors) from university of Ruhuna & Master’s degrees in Telecommunications Engineering from University of Moratuwa. Subsequently, he is an Associate member of IESL (Institution of Engineers Sri Lanka).
Carlos Vinícius Brito Reis Technical Advisor, Anatel's Ombudsman Expert in Regulation of the Brazilian National Telecommunications Agency (Anatel) and, acctualy, Technical Advisor at Anatel's Ombudsman. Graduated in Law and Postgraduate in Telecommunications Regulation. Professional experience in the private sector as Lawyer and Business Representative, as well in the public sector with duties as conciliator in federal court, Legal Advisor in the Brazilian Ministry of Education. At the Anatel has experience as Process Coordinator, Analysis of Sanctioning Procedures, Technical Advisor, and Project Manager.
Ashutosh Singla PhD Student, TU Ilmenau Ashutosh Singla, M.Sc. has been working as a PhD student in the Audiovisual Technology Group at TU Ilmenau since September 2016. His research interests include image and video coding/processing, deep learning and improve/provide QoE in immersive multimedia technologies. Currently, he is working on evaluation and improvement of QoE in head-mounted displays. He received his M.Sc degree in Communications Engineering from RWTH Aachen in May 2015, with a master’s thesis on HEVC video coding optimization (Prof. Jens Rainer Ohm), extending conventional intra prediction by using segmentation. From October 2014 until September 2015 he was working in Huawei Technologies, Düsseldorf, Germany, working as a radio network optimization engineer. From March 2016 to September 2016, he worked in the Multimedia Signal Processing Group (MMSPG, Prof. Touradj Ebrahimi) at the Swiss Federal Institute of Technology (EPFL), Lausanne, Switzerland, on a project for food image classification and recognition.
Burhanettin Takanay Director, Telecom Solutions Burhanettin Takanay works as a director in Telecom Solutions division of Argela and is responsible for network virtualization solutions including performance and service quality monitoring in virtual networks. He has 20 years of experience in telecommunications and holds diploma in Electronics & Telecommunications Engineering.
Mehmet Ozdem Turk Telekom Mehmet Ozdem has more than 15 years of experience in Telecommunications industry and during this time, he is involved in huge projects like IP/MPLS network design, IPTv, NGN Transformation, ATM optimization, DPI, L2/L3 VPN service developments. He is currently the group manager of the Network Architecture & Design Department at Turk Telekom. He is responsible for managing end to end architectural design for both mobile/ fixed networks. He is closely working with international organizations (ITU, ETSI,ONF) about network architecture , evolution and convergence of future networks. He works as a Vice Chair of ITU-T SG12 (Performance, QoS and QoE) group. Ozdem is an electrical and electronics engineer and he also has CCIE R&S , PMP and ITIL certifications.
Yvonne Umutoni RURA Yvonne Umutoni holds a Master's Degree in Communications Networks and Software from University of Surrey, Guildford, United Kingdom (UK) and a Bachelor's Degree in Electronics and Telecommunication Engineering from University of Rwanda, College of Science and Technology, Kigali Rwanda. She joined Rwanda Utilities Regulatory Authority (RURA) in August 2007, where she developed the "national numbering plan" for Rwanda and enforced implementation of the above mentioned Plan in the Rwandan Telecom market. In 2010, she was involved in the development of Interconnection Costing Model for monitoring and enforcement of interconnection rate for Telecom industry in Rwanda. Since 2011, she is actively involved in performing audits (drive testing, hot spots measurements), benchmarks and data analysis of quality of service (QoS) of cellular mobile networks and Internet for Telecom Operators and ISPs in Rwanda. From 2012 to 2017, Umutoni was involved in editing and reviewing RURA Annual Reports of fiscal years 2011 – 2012, 2012 – 2013, 2013 – 2014, 2014 – 2015, 2015 – 2016 and 2016 – 2017. She has worked and collaborated with different organizations and companies at international and regional level. As a matter of fact, Umutoni is chairing the ITU-T Quality of Service Development Group (QSDG) since 2012. She is also the Vice Chairperson of the "ITU-T SG12, leading group on Performance, QoS and QoE" and Rapporteur of "Question 12/12 on "Operational aspects of telecommunication network service quality" since 2017. Moreover, she edited three ITU-T standards: ITU-T Recommendation Y.1545.1: Framework for monitoring the quality of service of IP network services; ITU-T Recommendation Y.1545: Roadmap for Quality of Service of Interconnected networks using Internet Protocol; ITU-T E.800 Supplement 10: QoS/QoE framework for the transition from network oriented to service oriented operations. At regional level, Umutoni is currently the Vice-Chairperson of the EACO WG03 on ICT Applications, Consumer Protection Issues and Cyber Security. From 2013 to 2017, she likewise chaired EACO WG9 on Quality of Service and Consumer Affairs.
