(1977) He was graduted from İstanbul University Electronic Engineering and Bahçeşehir University Department of Law. Moreover, he also graduated from Public Administration. He got his M.A. degree from Munchen Technical University, Electric and Electronic Engineering. He got his doctorate degree from İstanbul University Biomedical Engineering. Mr. Sayan lastly worked as principal consultant on Prime Ministry. He speaks English, German and French. He is married and has two children.
