A David L.jpgDavid Lubinski leads the work at the foundation focused on technology platforms to help the poorest 2.5 billion people access and use financial services. This work involves direct engagement with national government regulators, global and local leaders in telecommunications, financial services and information and communication technologies. 

David began his career in health finance and public policy, which led to the need for better utilization of management information systems for performance management. This led to an increased focus on management information systems and senior positions at Digital Equipment Corporation and Microsoft Corporation. David joined the World Health Organization in 2006 as chief technology officer responsible for strengthening health management information systems in 66 resource constrained countries. Prior to joining the Bill & Melinda Gates Foundation in 2012 he was director of global health management information systems at the Program for Appropriate Technologies in Health (PATH) leading the design and implementation of systems in health finance, supply chain and health services to focus on strengthening digital financial services platforms.
