Thomas Lammer.jpgThomas Lammer joined the World Bank’s Payment Systems Development Group as Senior Payment Systems Specialist in Sept. 2013. He focuses on retail payments, provides technical assistance, is member of the “Payment Aspects of Financial Inclusion” Task Force secretariat, and contributes to a number of payments related work streams.

Before that he was Market Infrastructure Expert in the European Central Bank’s (ECB) Directorate General for Payment Systems & Market Infrastructure and was heavily involved in a variety of aspects of the Single Euro Payment Area (SEPA) project, aiming at achieving an integrated market for retail payments in euro throughout the European Union. He closely cooperated with the European Commission on the legal framework for SEPA and acted as an observer in the European Payments Council. He also dealt with payments security (European Forum for the Security of Retail Payments) and capital controls.

From 2001-2008 he worked in Oesterreichische Nationalbank’s Payment System Strategy. During this time he managed several projects, for example the implementation of a retail payment clearing service in Austria and the connection to the Pan-European Automated Clearing House STEP2.

He graduated from the Vienna University for Economics and Business, was a visiting expert at Banca d’Italia and is the author of books and articles on payment services.
