He was Born in Malaga (Spain) in 1942. He has a degree in Sociology and he is PhD in Agronomy and Specialist in Regional Development.
With 28 years old, he became President of the Provincial Council of Malaga. From 1995 until 2000 he was the First Deputy Mayor, Government Spokesman and Councillor of Planning, Housing, Development and Mobility.
Since May 2000, he is Mayor of Malaga City. Besides Mayor of the City, he is Senator for the province of Malaga from November 2011 and the President of the Local Government Commission in the Spanish Senate.
