Ms. Vinod Kotwal is currently posted as DDG (FIPP & Finance) in the Department of Telecommunication, Ministry of Communications, Government of India. She is a 1994 batch officer of IP&TAFS with more than two decades of rich and diverse work experience in the Government of India and Regulatory Bodies spanning the areas of telecom, administration, economics, finance and regulatory affairs.
A Chevening scholar, she did the course “Women in Leadership and Management” from the University of Bradford, U.K. and holds a Masters degree in Botany and a MBA (Finance) from Faculty of Management Studies, University of Delhi. She has also completed Advance Professional Programme in Public Administration (APPPA) from the Indian Institute of Public Administration (IIPA), New Delhi. She has recently completed her PhD from IIT, Delhi. An avid reader with an eclectic taste Ms. Kotwal has also authored/co-authored articles/papers on diverse topics ranging from gender budgeting, potential of food processing in the country, food safety regulations, e-waste to Open Data & Digital Identity: Lessons for Aadhaar (ITU Kaleidoscope 2017), Ethical Framework for Machine Learning (ITU Kaleidoscope 2018). She has also authored a book on Codex Alimentarius Commission, a joint FAO-WHO body. She is active in the work of International Telecommunication Union (ITU)-T Study Group 3 (SG3) and holds leadership positions there. |

Scott W Minehane is an international regulatory and strategy lawyer/economist in the communications sector and has been involved in advising operators, Governments and regulators in Australia, Asia, the Pacific and Africa for over 30 years. His expertise extends to policy, regulatio, spectrum management, and the app economy. In the early 1990’s Scott worked for the Australian Government and was involved in the start of competition into their telecommunications sector. He is the principal of Windsor Place Consulting Pty Ltd an independent consultancy practice, through which he has advised a range of leading corporates and organisations including inter alia the ITU, GSMA and the World Bank. For the ITU, he is the author of a number of reports including the ITU White Paper on Digital Infrastructure Policy and Regulation in Asia Pacific Region which was released in Bangkok on 2 September 2019. For the GSMA, he is the author of two recent reports on the digital dividend in 700 MHz and C-Band (3.5 GHz) in ASEAN. Scott is an independent director of Etherstack plc (www.etherstack.com) an Australian Stock Exchange (ASX) listed company that specialises in wireless technology solutions and iSignthis (www.isignthis.com) an ASX listed neo-bank with a market capitalisation of more than AUD1.0 billion. Scott has a Bachelor of Economics (1986) and a Bachelor of Laws (1991) from the University of Queensland and holds a Master of Laws specialising in Communications and Asian Law from the University of Melbourne (1998). |
