Denis Andreev
SG11 Advisor, TSB,  Coordinator of ITU C&I Programme​

Denis Andreev started his carrier as an engineer of the testing laboratory of ZNIIS in 2000. He became a head of telecommunication Testing Centre (Technopark) in 2007. Under his supervision, Technopark tested key technologies which were further implemented on public telecommunication networks. He had been contributing to ITU-T SG11 for 12 years and was appointed as a Rapporteur of Q10/11 and Q11/11 which focused on testing and benchmarking study areas. He is the editor of nine ITU-T Recommendations related to NGN and IMS testing developed from 2006 -2011. From 2008, he managed the joint ZNIIS/ITU project, aimed at establishing the International Telecommunication Testing Centre (ITTC). In 2012 he joined the ITU-T HQ as the TSB C&I Programme Coordinator. Since 2017, he is Advisor of ITU-T SG11 “Signalling requirements, protocols, test specifications and combating counterfeit telecommunication/ICT devices”. His current activities focused on facilitating ITU-T SG11 on development signalling protocols and test specifications for existing and future networks (4G/5G interconnection, flat ENUM signalling architecture, securing telephone networks on the signalling level to prevent spoofing numbers and telephone fraud, IMS testing, remote testing etc.). Also, he assists ITU-T SG11 on research and studies related to combating counterfeiting and stolen ICT devices. Among areas of his key interest are the signalling, protocols, combating fraudulent communications, testing and implementations of ICT equipment and services. He is author of several papers on the NGN implementations and telecommunication services, including QoS assessment (e.g. IEEE Springer Verlag, Electrosvyaz, etc.).

Director, Anti-Fraud Department, Tunisia Telecom 

Ms. Hajer Tahri Beltaief holds a degree in computer science from the Higher School of Posts and Telecommunications in Tunis. She currently holds the position of Director of the Anti-Fraud Department at Tunisia Telecom since April 2018. Experienced professional in Revenue Assurance, Fraud Management, and Information Systems, with proven ability to implement RA structures from Level 1 to Level 5, deploy FMS solutions, and support teams in mastering tools and processes. Skilled in designing, developing, and deploying IT applications, as well as training teams to maximize operational efficiency and prevent fraud.

Scancom PLC, MTN Ghana

Samuel Bartels is a lawyer who specializes in Information Privacy, Telecommunications, Media, and Technology. Samuel has extensive experience and insights in Regulatory compliance, and public policy strategies and is currently the Senior Manager for Regulatory and Government Affairs at MTN Ghana. He previously worked with Vodafone Ghana as a Regulatory and Government Affairs Specialist. He also lectures on technology and telecoms regulation at the Ghana Communication Technology University (GCTU). Sam holds a master’s degree in law from the Center for Commercial Law Studies (CCLS) of Queen Mary University of London (QMUL). He is a certified member of the International Association of Privacy Professionals (IAPP). In March 2023 Samuel hosted a session on optimal pricing of spectrum at the Mobile Technology for Development. In 2022, he served on a government committee to review Ghana’s implementation of the electronic money levy (e-levy). Samuel was one of the lead speakers at the International Telecom Union (ITU) international telecom and information society day in Ghana – delivering a paper on “Bridging the Standardisation Gap – The role of Mobile Network Operators”.​
Kamel Bouleimen
Regional Systems Engineers Director, Fortinet

Kamel Bouleimen is a technology leader with over 25 years of experience architecting and securing critical IT infrastructures. As a Regional Systems Engineers Director at Fortinet, he guides high-performing teams in designing robust cybersecurity solutions for complex organizational needs. His strategic approach is rooted in a academic pedigree. Beginning his career as a university professor in IT & Telecommunications, he holds a Ph.D. in Operations Research, from Uniersity of Liège (Belgium), which provides a rigorous analytical framework for complex problem-solving and management. This is further supported by a Master's from the prestigious Polytechnics Faculty of Mons (Belgium) and a Principal Electrical Engineer diploma from ENIT (Tunisia), giving him a holistic, multi-layered understanding of technology systems from the hardware level to the cloud.

Haider Herraghi
CEO, Telecommunications Studies and Researche Center, Tunisia (CERT)

Haider Herraghi has been serving as the Chief Executive Officer of the Telecommunications Studies and Research Center (CERT), Tunisia since April 2024. He brings over 25 years of experience in cybersecurity, digital trust, and telecommunications regulation.
Previously, he was the General Director of the Technical Telecommunications Agency (ATT : 2022–2024) and held senior leadership roles at the National Agency for Computer Security (ANSI) and the Tunisian Internet Agency (ATI), where he focused on information systems security, data analysis, and international cooperation. He also sits on the boards of several public companies under the Ministry of ICT.
Mr. Herraghi has played a pivotal role in shaping key national strategies, including Tunisia’s National Cybersecurity Strategy (2020–2025) and the National Strategy to Combat Violent Extremism and Terrorism (2023–2027). He has contributed to major legislative and regulatory frameworks in the digital domain and actively represented Tunisia in international initiatives, such as the Council of Europe’s CyberSouth program and the UNODC’s TUNZ66 project to strengthen capacities against cybercrime.
He holds a Master’s degree in Science from the University of Tunis, is certified as an Expert in Cryptography (2004), and completed the Executive Leadership and Public Innovation Program at the National School of Administration of Tunisia (2023–2024).​

Karim Loukil
Director, CERT

Karim Loukil is a chief engineer and has a Master in Communication Systems (microwave). He disposes courses at the University of Carthage. He holds the position of Director at the Centre of Studies and Research in Telecommunications (CERT). He has more than 20 years experience in the field of information and communications technology (ICT) and over 10 years experience in conformance testing, including electromagnetic compatibility (EMC) and Radio testing. Karim Loukil is also one of the founders of CERTLabs testing laboratories in Tunisia that he currently manages and he is expert/trainer of ITU in the area of compliance ​and interoperability. Among the projects he has managed:

- Niger: establishment of a regulatory framework for C&I 2015/2016
- Tunisia: Monitoring the implementation of CERT Labs testing laboratory between 2008 and 2013
- Maghreb: Compliance and Interoperability Evaluation Study
- Tunisia: Study of profitability and feasibility for EMC compliance testing laboratory.
- Assistance to DGACPT (Congo) for the planning of their needs (DVB-T & T-DAB) at the conference RRC 06 in Geneva.
Mohamed Mnif 
​Senior Computer Engineer, Revenue Assurance & anti-Fraud Executive Director, ​Tunisia Telecom

 ​​​Mr. Mohamed MNIF holds an engineering degree in computer science from the University of Tunis. He has been appointed three times as Director General at:
•IRSIT (August 2003 – August 2007)
•CNI (Novembre 2012 – April 2014)
•ATI (March 2021 – 2023)
 
At Tunisie Telecom, he led several strategic departments, including Business Intelligence and Revenue Assurance & Fraud Management. As Executive Director of Revenue Assurance & Fraud Management, he successfully achieved several managerial and technical milestones, including the implementation of Revenue Assurance and fraud prevention Key systems, as well as the establishment of processes that significantly contributed to the department’s performance and success.Mr. Mohamed MNIF has solid experience in team and project management, along with deep expertise in several areas, including process digitalization and standardization, Business Intelligence, Revenue Assurance, auditing and governance, Cloud computing, Data Warehouse, Big Data and network architectures and telecom information systems.​​
Dr. Salim Nebili
PhD | Executive Director, Tunisia Telecom | Vice-Chair, ITU-T Study Group 11

​Expert in Telecom Systems, Fraud Detection, Smart Grids & Control Engineering. Senior telecom executive with over 25 years of experience at Tunisia Telecom, currently serving as Executive Director. He has held key leadership roles in IT, regional management, and national telecom infrastructure projects. Holder of a PhD in Science and Technology, his research focuses on the synthesis of control laws for decentralized energy systems in Smart Grids, supported by a strong academic background in automation and signal processing. As Vice-Chair of ITU-T SG11, he contributes to the development of global standards for signalling protocols, testing, and anti-counterfeiting of ICT devices. He also led major fraud detection initiatives, including CDR-based traffic analysis systems, and has deep expertise in cybersecurity, IT audit, and KPI-driven governance. A published researcher and  guest lecturer, he has participated in international conferences including those hosted by UNESCO and IEEE/IREC.​


​​Peter Onyekwere
Manager, National Communications Authority (NCA), Ghana

Peter Onyekwere is a telecommunications engineer with extensive experience in both the private sector and public service, with over fourteen (14) years of working experience. Peter has worked with Comsys Ghana, an Internet Service Provider in Ghana, and is currently a Manager at the Regulatory Administration Division of the National Communications Authority (NCA), Ghana. He is in charge of the Standard Development and Enforcement Unit, which deals with equipment Type Approval, combating non-conforming electronic communications equipment, the NCA Type Approval Lab, and related activities. Peter has a Bachelor's Degree in Telecommunication Engineering from the Regent University College of Science and Technology, Ghana, an MBA in Management from the University of the People, a Master’s Degree in Artificial Intelligence (major in Digital Innovation) from Hanyang University, South Korea, and a certified fiber optic technician (CFOT) from the FOA.

​​Kazimeras Radivilovicius
Development Director, Mediafon Datapro UAB 

Kazimeras Radivilovicius is the Director of the Development Department at Mediafon Datapro. With 15 years of experience at Mediafon, Kazimeras is responsible for developing new products. His team has successfully implemented Mediafon’s national solutions in more than 17 countries, starting with CDB for number portability, number management, number gateway, SIM registration, internet services switching, central equipment identity registers, device import registry and device location tracking, and continuing with many other products based on fresh innovations and market needs. Kazimeras also has a strong background in IT and telecommunications. He has over 12 years' experience working for Telia Telecom as an expert and Head of the Management Systems Department. He participates in the ITU-T Study Group 11 and the GSMA DSG working groups. He has a strong background in IT and telecoms program and project management and extensive experience in IT and investment program management, strategy vision formation and development plan control.  He has very good theoretical and practical knowledge of software development and implementation lifecycles. He is a speaker at many conferences. He is a consultant for number portability and device registration. Kazimeras holds an engineering degree in radio electronics and has successfully completed the executive program 'Systematic Innovation of Products, Processes and Services' at the Massachusetts Institute of Technology (MIT).

 CERT Lab

Kais Siala,  he is an ICT engineer, Graduated from Sup’Com Tunisia and  has been working at CERT from 2002. At  the beginning of his career at  CERT,  he was a research engineer before collaborating with  other colleagues to birth the CERTLabs Laboratory.  Currently, he is an expert in C&I and EMC and the technical manager of CERTLabs.
​​Kofi Ntim Yeboah-Kordieh
Ag. Director, Regulatory Administrations Division, National Communications Authority I Vice Chair, ITU-T SG 11​

Kofi Ntim Yeboah-Kordieh is the Ag. Director at the Regulatory Administrations Division of the National Communications Authority. He is also a Vice Chair for ITU-T Study Group 11, the Chair of the Conformity Assessment Steering Committee and Chair of ITU-T Study Group 11 Regional Group for Africa. Kofi has a Bachelor's Degree in Electrical/Electronic Engineering from Kwame Nkrumah University of Science and Technology, an MBA in Finance from University of Ghana and a Master's Degree in Communications and Signal Processing from the University of Leeds. He is also a Project Management Professional certified by the Project Management Institute.

Evgeny Zababurin
Head of Strategic Projects and Global Alliances,  SC.Soft

Evgeny Zababurin is a telecom industry leader with over 20 years of international experience, specializing in IMEI registration, SIM de-anonymization, and regulatory compliance. He has worked extensively with governments, regulators, and mobile operators to design and implement national frameworks that strengthen mobile security, reduce device-related crime, increase tax transparency, and promote fair market conditions. His expertise lies in showcasing the long-term socio-economic benefits of IMEI registration, from improved device affordability and simplified taxation to accelerating digital economies and expanding citizen access to essential services. As Head of Strategic Projects & Global Alliances at SC.Soft, Evgeny also drives the international rollout of complementary solutions such as VAS, eSIM, IoT/M2M, and SaaS technologies. Since 2021, he has contributed to ITU-T Study Group 11, addressing the challenges of counterfeit and illegal devices, and continues to foster secure, trusted, and transparent mobile ecosystems worldwide. Earlier in his career, Evgeny worked at Nokia (formerly Alcatel-Lucent) as a strategist, led a regional data presales team, and started out as a data & security engineer. This mix of technical and business roles shaped his practical approach to bridging technology, regulation, and real-world impact.
