Yaw Boamah Baafi
​Deputy Director, Regional Operations and Head of Numbering, National Communications Authority (NCA), Ghana.

Yaw Boamah Baafi is the Deputy Director for Regional Operations at the National Communications Authority (NCA) of Ghana, where he is responsible for overseeing the operations of the NCA's eight Zonal Offices. As the Head of the Numbering Unit at the NCA, he is also responsible for administering the Ghanaian National Numbering Plan. Yaw graduated from Kwame Nkrumah University of Science and Technology with a Master of Science in Telecommunications Management and a Bachelor of Science in Physics. Yaw is currently one of the vice chairs of ITU-T Study Group 2, which is in charge of numbering, naming, addressing, and identification; routing; service definition; telecommunications for disaster relief and early warning; network resilience and recovery; and telecommunication management.
Since 2017, he has also served as Vice Chair of the ITU-T SG2 Regional Group for Africa (SG2AFR). Yaw is a leader in the ECOWAS sub region, where he serves as Vice Chair of the Technical Committee for the Implementation of the ECOWAS Roaming Service. As a Telecommunications Regulatory Specialist, his primary concerns are regulatory compliance, competition policy, numbering and spectrum management, emerging technologies, and international coordination, all of which aim to ensure the fair and efficient operation of the telecommunications industry while protecting consumer interests and fostering competition. Since 2010, he has participated in ITU-T meetings and represented Ghana at numerous international conferences and seminars.

Bilel Jamoussi
Deputy to the Director and Chief of Telecommunication Standardization Policy Department, TSB, ITU

A distinguished engineer, leader, and diplomat; multilingual standardization expert and holder of 23 patents, Tunisian born Dr Bilel Jamoussi is the Deputy to the Director and Chief of Telecommunication Standardization Policy Department at the ITU Standardization Bureau (TSB) in Geneva, Switzerland. His primary mission is to establish international standards to promote universal, meaningful connectivity and champion sustainable digital transformation. He also aims to intensify industry engagement, ensure inclusivity in standards development and adoption, and bolster cooperation with other standardization bodies. Additionally, he is committed to leading in emerging tech discussions, building strategic partnerships, and pursuing organizational excellence. Previously, he was the Chief of the Study Groups Department of ITU Standardization Bureau (TSB) from 2010 and until 31 August 2023. He has led the coordination of the bureau’s standards moving activities into a new era characterized by digital transformation that needs an increased collaboration with vertical sectors such as healthcare, transportation, utility, and banking. His innovative approach has served as a catalyst to launch new standards initiatives related to emerging technologies such as IoT, Blockchain, AI and Quantum, attracting a new wave of memberships from non-traditional players.  A standout accomplishment of Dr Jamoussi is his effort in bridging the telecommunications and financial sectors. Through this, he paved the way for the creation of digital payments guidelines and standards that aim to foster financial inclusion on a global scale. Key achievements under his tenure have been important new standards while effectively managing staff by recruiting new talent, improving gender balance, delivering new work methods, and staying within budget.
Prior to 2010, he worked in the private sector for 15 years and held senior executive positions such as Director of Standards for Nortel. In this role he participated in over 90 standards making bodies worldwide. In the Internet Engineering Task Force (IETF), he authored a number of Internet standards. As an IEEE Senior Member, he was elected to the IEEE Standards Association (IEEE-SA) Board of Governors and the IEEE-SA Corporate Advisory Group. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. In addition to his many accomplishments, Dr Bilel Jamoussi is a pivotal figure in the global ICT community. He is a sought-after speaker at tech events worldwide like the Global Cybersecurity Forum (GCF), often taking the stage as a keynote speaker or panellist. His expertise and insights are in high demand by media outlets such as Financial Times, resulting in frequent interviews, podcast features, and media appearances.
Bilel has lived in Tunisia, Canada, USA, and Switzerland, giving him a unique global viewpoint. He is fluent in Arabic, French, and English and speaks some Spanish and German.

Manager, Numbering at the Independent Communications Authority of South Africa (ICASA)

Elias Letlape, the Manager of Numbering at the Independent Communications Authority of South Africa (ICASA). With an impressive record spanning over 29 years, Elias boasts extensive practical experience in the realm of Telecommunications and ICTs regulatory affairs in South Africa. He began his journey in the field as an Administrative Officer at the Department of Post and Telecommunications from 1994 to 1997, where he played a pivotal role in overseeing the licensing of Radio Frequency Licences. His commitment to regulatory excellence continued as he served as a Control Administrative Officer at the South African Telecommunications Regulatory Authority from 1998 to 2006, taking charge of Radio Frequency Spectrum Licences.  From 2006 to 2017, Elias upheld his responsibilities as a Senior Licensing Officer at ICASA, where he continued to shape the telecommunications landscape through his licensing expertise. In the realm of academia, he has pursued a remarkable journey, accumulating a wealth of knowledge and qualifications. His educational achievements include a Master of Business Administration, Certification in Designing and Implementation of Telecommunication Networks, BA Honours in Public Administration, a Postgraduate Diploma in Business Administration Business Studies, a Bachelor of Theology Honours, a BA in Public Administration and Developmental Studies, a National Diploma in Civil Law Administration, Programme in Project Management, Supply Chain Management and Programme in Management Development from prestigious institutions such as the University of Pretoria, University of South Africa, and GIBS, among others. Elias is dedicated to advancing his academic pursuits by pursuing a Ph.D. in Business Administration at the University of Johannesburg. Elias is not only a scholar but also a resolute contributor to various regulatory bodies. He actively represents South Africa in organisations like ECC, CRASA, SADC, ATU, and ITU T-SG2.  Elias exploited a number of training in a quest for knowledge, amongst other were a Doctoral Research Training Programme, a Technical Writing programm, ICT Draft Regulation Drafting Certificate, Managing Effective in the Competitive Telecommunications Environment, Regulatory and Privatisation Issues in Telecommunications, IP Network Security for Senior Policy Makers, Creating an Enabling Regulatory Environment for Cloud Services, Advance Radio Frequency Spectrum Management in the Civil Sector, Practical Application of Spectrum Management and Spectrum Monitoring, Advance Spectrum Management for Mobile Telecommunications, Introduction to Radio Spectrum Monitoring and Measurements, 5G Wireless Broadband Communications, and 5G and Wi-Fi facilitating Mobile Broadband.  In this current role, he undertakes crucial responsibilities, including the management of the numbering resources regulatory framework and process. He is dedicated to ensuring equitable and non-discriminatory access to these resources for qualifying industry participants while striving for efficiency and effectiveness. At the same time, Elias manages the implementation of number portability, ensuring conforming to the modernised and transformed South African portability regulatory framework in line with the promulgated national legal instruments in place. Elias is a true visionary and leader in the telecommunications and regulatory landscape, contributing to shaping the industry's future in South Africa and beyond."

Givens Mtweve
Information Communication Technology Officer, TCRA

Givens Mtweve   is the Information Communication Technology Officer responsible for all operation aspects related to Management of Communication Resources including numbering, addressing and naming at TCRA. Givens has four (4) years of experience of regulations in ICT/Telecommunication and five (5) years’ experience in Operations of telecommunications Networks. Givens received his Bachelor’s degree in Computer Engineering and Information Technology at University of Dar es Salaam, Tanzania.

Susan Nakanwagi​
Manager of Telecom Infrastructure, Uganda Communications Commission (UCC)

.Susan Nakanwagi is the Manager of Telecom Infrastructure at the Uganda Communications Commission (UCC), where she heads the Telecom Infrastructure Unit responsible for management of numbering resources, mobile and fixed networks infrastructure deployment and protection, equipment type approval, Quality of telecommunication services, infrastructure deployment, licensing, emergency communication services etc.  Susan holds a Master’s degree in communications management (MCM) from the University of Rwanda, a Master's degree in Management Studies (Project Planning and Management) from the Uganda Management Institute (UMI), and a Bachelor of Engineering in Telecommunications Engineering from Kyambogo University in Uganda. Susan currently serves as the Chairperson for the ITU-T SG2 Regional Group for Africa (SG2AFR), a role she has held since 2017. In addition to her current position, she has assumed various leadership roles within the field. These include serving as the Vice Chairperson of the Working Group 06, which focuses on Communications Numbering Plans, IP Addressing, Service Pricing, and Industry Analysis at the East African Communications Organization (EACO). Susan has also held the position of Chairperson for ITU-T SG2RG-EA and Vice Chairperson for EACO Working Group 7, responsible for Telecom Numbering and Internet Resources Planning, Allocations, and Governance. Susan has participated in the work of the ITU-T and ITU-D and has attended Plenipotentiary Conference (Bucharest, 2022), WTSA 20, and many other international and regional group meetings representing the Uganda administration.

Phil Rushton
Chair, ITU-T SG2

Phil Rushton has nearly 40 year’s experience in telecommunications involving operational and regulatory aspects associated with numbering, including the introduction of competition into the market.  Phil’s previous activities have included responsibility for regulatory compliance with respect to telephone numbers, and policy on domain names for a global telecommunications company.  Phil now runs his own company where he provides consultancy and training on all aspects of numbering, naming, addressing and identifiers for Regulators and operators. Phil has many years of experience in ITU-T, where he is, among other roles, currently Chair of ITU-T SG2, as well as previous roles that included chairing Committee 4 at WTSA2022.
