James Agajo
Associate Professor, Federal University of Technology Minna​, Nigeria

Dr. James Agajo is an Associate Professor and a highly motivated career driven achiever with over twenty years (21) years lecturing and research experience in the field of Wireless Communication, Computer System design, Spectrum Management, Industrial Automation, Signal Processing Research and Project Development. However, his main areas of research includes Wireless Sensor Network Systems, Undewater Acoustic Wireless Sensor Network, Intenet of Things, Software Defined Networking, MIMO Technology, Cognitive radio development, Computer network, Intelligent System design, Digital Signal Processing (DSP), Artificial intelligence and Embedded systems. Dr. James Agajo received a Bachelor of Engineering (B.Eng) Degree in Electrical and Computer Engineering  from the Federal University of Technology Minna, and a Master’s of Engineering (M.Eng.) Degree in Electronic and Telecommunication Engineering from Nnamdi Azikiwe University, with a (Ph.D) in Telecommunication and Computer Engineering from Nnamdi Azikiwe University. A former HOD, Acting Director and one time Postgraduate Coordinator, Dr. James Agajo is presently an Associate Professor and also the Head of Department of Computer Engineering with the Federal University of Technology Minna, School of Electrical Engineering and Technology. With over 90 publications in high profile Journal, amongst which are Q1, Q2, Q3 journals categories and Wileys Incoporation. Dr. James Agajo is recipient of many awards amongst which are: IBM AI Analyst Master’s Award, IBM AI Analyst Explorer Award, IBM IoT Cloud Developer Award, IBM Blockchain Developer Award, IBM Telecommunications Insights & Solutions (Bronze). Dr. James Agajo has traveled over 15 countries in different continents of the globe, and at different instances he won the best paper presenter at international conferences attended. He is Presently an Examiner to various University amongst which are University of Johanesburg South Africa, Ahmadu Bello University and more. Presently he is a visiting Lecturer to Federal University of Petroleum Resources Effurun, Nile University Abuja, Kebbi State University of Science and Technology Kebbi, University of Pretoria. Dr. James Agajo is a member of many bodies amongst which are International Association of Computer Science and information technology (IACSIT), HEDON (Clean Energy Group), Partership for Clean Indoor Air (PCIA), Nigeria Society for Engineers (NSE), International Association of Engineers (IAENG), Society of Satellite Professional Internation (SSPI). He is also a member Renewable Energy Application Group of Nigeria (MREAGN). He is a fellow of the Institute of Policy Management and Development (IPMD), also an ICT/oil and Gas Consultant. Dr. James Agajo is happily married with kids.
Ibrahim Aliyu
Ph.D. Candidate, Computer Engineering, Chonnam National University, Yeosu Campus, South Korea

Aliyu received his B.Eng and M.Eng Degree in Dept. of Computer Engineering in Federal  University of Technology, Minna, Nigeria, in 2014 and 2018, respectively. He is currently a Ph.D. candidate at Dept. of Computer Engineering in Chonnam National University, Yeosu, Korea, under the supervision of Prof. Chang Gyoon Lim. His also a member of WINEST research group of Federal University of technology, Minna. His research interest includes Federated Learning, data privacy, Network Security, Autonomous Network, SDN and BCI. Aliyu is a recipient of the Korean Government Scholarship Program Award in 2017.​

Vice-Chairman, ITU-T Focus Groupon on Machine Learning for Future Networks​​​

Engr. Charles Chike Asadu holds a HND Electrical/Electronics Engineering, specializing in Digital Electronics from the Institute of Management and Technology, Enugu in 1981; BSC Ed., Vocational Education, specializing in Industrial Technical Education – 1996 and  M.Ed Arts Education, specializing in Educational Technology – 2002 from University of Nigeria, Nsukka; PGD Computer Science and Engineering – 2003 and M. Eng., Electrical Electronic Engineering specializing in Communication  Engineering – 2007 from the Enugu State University of ​Science and Technology, Enugu; and presently undergoing PhD ​​Educational Technology at the University of Nigeria, Nsukka. Engr. Charles Chike Asadu was a Teacher at the Queen of the Rosary Secondary school, Nsukka where he was in charge of the industrial and introductory technology laboratory, and thought Electronics, Physics, Mathematics to graduating students and others 1983 – 1992. He was a Technologist at the Institute of Management and Technology, Enugu, where he was in charge of the Audio Visual And Micro Engineering Laboratories, the Center Manager of the Equipment Support Centre – one of the three center's under the project of the British Council and the National Board for Tech nical Educat ion in charge of improving the technical components of teaching in Nigeria polytechnics that situates at the I.M.T. Enugu from1992 -2000. He then joined the Ministry of communications Nigeria, as Engineer responsible for radio spectrum management and coordination of, and liaison with international bodies concerned with ICT and Radio services. At the Ministry, he Represented West Africa in Agenda item 1.23 WRC-12, and Agenda item 1.4 WRC-15(radio armature services issues), was Responsible for the continuous review of the countries frequency allocation table and frequency plan chart, and have been participating in the activities of ITU-T SG 13 Q5/13, and ITUT-R SG 5C. He has participated in many Conferences, WRC preparatory meetings and training in ICT matters between 2000 – 2017. Presently he is working with the University of Nigeria, Nsukka, at the university's Innovation Center in charge of ICT activities in the school, and management of innovation initiatives emanating from the university, as well as the universities facilitator on ITU matters. Presently he is concerned with IMT – 2020 requirements, frequency availability for this, the issue of Big Data, Amateur radio practice, and effective participation in Q5/13 of ITU-T SG; VICE CHAIRMAN - ITU-T Focus Group on Machine Learning for Future Networks including 5G (FG-ML5G)​.
Rim Belhassine-Cherif
Vice-Chair, ITU-T SG13, Tunisie Télécom, Tunisia

Dr. Rim Belhassine-Cherif is a general engineer. She has worked for the incumbent telecom operator in Tunisia “Tunisie Télécom” since 1994 and she is currently the Chief Innovation and Strategy Officer and the responsible of digital transformation at Tunisie Télécom. Dr.Belhassine-Cherif has participated to several ITU conferences, seminars and workshops and she is a vice-chair of the ITU Telecommunication Standardization Advisory Group (TSAG) and the current Rapporteur on Standardization Strategy. She is also vice-chair of ITU-T Study Group 13 and its Regional Group for Africa (SG13RG-AFR), Vice-chair of WP3/13 and Vocabulary Rapporteur for the ITU Standardization Committee for Vocabulary (SCV). Moreover, she was a vice-chair of the ITU-T Focus Group on Bridging the Gap: from Innovation to Standards between 2013 and 2015. Besides, Dr. Belhassine-Cherif has several contributions as Tunisie Télécom’s delegate in national and international events, related to both professional and academic fields, in which she participated as a speaker, panelist and moderator. Dr. Belhassine-Cherif graduated from the Higher School of Posts and Telecommunications of Tunis in 1994. She obtained her Ph.D. degree from the National Engineering School of Tunis in 2002 and obtained in 2010 an Executive MBA from Paris-Dauphine University and Paris 1 Panthéon-Sorbonne University. In the academic field, she performed several research activities in the domain of telecommunications and electrical engineering and she is the author of many papers published in international and national conferences and scientific journals. 
​​Guda Blessed
Student, Computer Engineering, Federal University of Technology, Minna, Nigeria

Blessed is a first class, final year student of the Department Of Computer Engineering, Federal University of Technology, Minna. He made several presentations to the ITU Focus Group on ML for 5G. He has research interests in AI, Embedded Systems and Future Networks.  He won the best project at the project exhibition during the 2nd International IEEE conference at Ahmadu Bello University of Zaria for building “Zazzau personal assistant Robot”. He has also received certifications from HUAWEI (Routing & Switching and AI). He is currently carrying out student research projects with ITU Focus Group for Autonomous networks.
​​Simon Bugaba
Chairman, ​ITU-T SG13RG-AFR, Uganda Communications Commission, Uganda​

Bugaba Simon is currently working with the Uganda Communications Commission (UCC) as the Head of Regional Operations. He holds a BSc Physics and Math, MBA and MIT. Mr. Bugaba is an expert in licensing and ICT regulation. He has participated in the ITU activities since 1995. He has been active in the Radio, Standardization and Development Bureaus. ​​He represents Africa to the ITU Council Oversight Committee on the new ITU Building (MSAG). He was the ITU Council Councilor for Uganda in the Council of 2014-2018 and he is the GAC for Uganda in ICANN. He served as a Vice Chairman of ITU-T SG 13 for two terms from 2008. Study Group 13 elected Mr. Bugaba to serve as the Question 5/13 Co Rapporteur.
​​David Dai
Technical Director, Fiberhome Technologies​

Dr. David Dai is a professor as well as a technical director of Fiberhome, and Fiberhome is one of the most famous telecommunication products manufacturers in China. He has worked in computer and network area for more 30 years and He has won two awards of China Major Invention. Dr. David Dai has led research and development for more than 10 products related to communication and network, he has also published more than 30 technical papers and applied about 40 patents. Dr. David Dai has participated Recommendation studying in ITU-T for about 10 years, He is Q7 Rapporteur of ITU-T SG13 and one of editors for eight published Recommendations.
​​Bilel Jamoussi
Chief of Study Group Department, TSB, ITU

Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.
​​ Elliot Nketani Kabalo
Co-rapporteur of Q5/13, Manager Standards & Network, ZICTA, Zambia​​

Elliot Nketani Kabalo is the co-rapporteur of Q5/13. Work in this question relates to applying networks of future and innovation in developing countries. Holder of a Bachelor of Engineering Degree in Electronics and Telecommunications from the University of Zambia, Elliot works for the Zambia Information and Communications Technology Authority (ZICTA) as Manager Standards and Networks. He also worked for the Zambia Telecommunications Limited (ZAMTEL) for 10 years where he was responsible for planning of the PSTN and PLMN core networks. Elliot managed a lot of projects involving installations and interconnections of core networks. He earlier worked for the Zambia Consolidated Copper Mines (ZCCM) where he was responsible for design, installation and maintenance of the computer network infrastructure. Elliot’s career goal is to acquire extensive knowledge in Information and Communication Technologies (ICTs) and achieve a high level of competence to enable him make a positive contribution in making ICTs accessible by the majority of humanity.
​​Isaac Kobina Kwarko
Head, Fixed Services, Engineering Division, National Communications Authority, Ghana 

​Mr. Isaac Kobina Kwarko, PMP, is a Computer Scientist with specialization in data communications and distributed systems. With over 17 years of experience in ICT infrastructure development, IT project management, ICT regulations, data management and Internet of Things. Mr. Kwarko is currently the Head of Fixed Services Unit of the Engineering Division of the National Communications Authority of Ghana where he oversees the spectrum management and frequency planning for fixed services. Prior to being appointed the Head of Fixed Services, he was the Zonal Manager overseeing the operations of the National Communications Authority in the Western and Central Regions of Ghana. He also served in various Information Technology roles of the Authority leading in many of the ICT infrastructure projects. ​​
Gyu Myoung Lee
Professor, Liverpool John Moores University (LJMU), Adjunct Professor, KAIST Institute for IT convergence

Dr. Gyu Myoung Lee is with the Liverpool John Moores University (LJMU), UK, as a Professor and with KAIST Institute for IT convergence, Korea, as an Adjunct Professor. Prior to joining the LJMU, he has worked with the Institut Mines-Telecom, Telecom SudParis, France, from 2008. Until 2012, he had been invited to work with the Electronics and Telecommunications Research Institute (ETRI), Korea. He also worked as a research professor in KAIST, Korea and as a guest researcher in National Institute of Standards and Technology (NIST), USA, in 2007. His research interests include Internet of things, data analytics, computational trust, knowledge centric networking and services, multimedia services, and energy saving technologies including smart grids. He has been actively working for standardization in ITU-T, IETF and oneM2M, etc., and currently serves as a WP chair in SG13, a vice-chair of Focus Group on Autonomous Networks (FG-AN), a Rapporteur of Q16/13 and Q4/20 as well as an Editor in ITU-T. He was also the chair of ITU-T Focus Group on data processing and management (FG-DPM) to support IoT and smart cities & communities. He was awarded the Vice-Chancellor's Award for excellence in research in 2017 and was also awarded the Best Paper Awards in ICIN'2017, WF-IoT'2014, etc. He is a Senior Member of IEEE. He received his BS degree from Hong Ik University, Seoul, Korea, in 1999 and his MS and PhD degrees from the Korea Advanced Institute of Science and Technology (KAIST), Daejeon, Korea, in 2000 and 2007.
Leo Lehmann​
Chairman, ITU-T SG13 ​

Since April 2015, Dr. Le​o Lehmann is the elected Chairman of ITU-T Study Group 13 (Future networks including cloud computing, mobile and next-generation networks). Before his election, he already served the ITU-T as vice-chairman and working party co-chairman of Study Group 13 since October 2008. From 2012 until 2014, he also acts as Vice-chairman of the ITU-T Focus Group on Disaster Relief Systems, Network Resilience and Recovery (FG DR&NRR). Afore he was the Rapporteur on “multimedia service mobility management” in the ITU-T Study Group 16 (Multimedia Services) for many years. An internationally recognized expert, Leo has worked in telecommunications for 24 years and has experience in private industry as well as the public sector. Prior to joining OFCOM, Switzerland in 2002, Leo held senior management positions in network engineering, system design and services at major telecommunications players on both the vendor and operator side of business. As designated expert on Next Generation Networks and Future Networks including 5G and Multimedia, he has contributed many conferences and workshops. He is one of the winners of the best paper award of the ITU-T Kaleidoscope event 2011“The fully networked human? − Innovations for future networks and services”.
Zhangchao Ma
Associate Rapporteur, Q16/13, CAS Quantum Network Co. Ltd, China

.Zhangchao Ma is an associate professor at the University of Science and Technology Beijing (USTB, China) and a senior consultant in CAS Quantum Network Co., Ltd. He also serves as the ITU-T FG-QIT4N WG2 Chair, Q16/13 associate rapporteur, and CCSA ST7 WG2 co-chair.

Secretary General, ATU

Mr. John Omp is the new Secretary General of the African Telecommunications Union (ATU) having been elected during the 5th ATU Conference of Plenipotentiaries held in Nairobi in August, 2018. He is leading the Continental body entrusted with building consensus within African countries and coordinating African Common Proposals in international fora. Mr. Omo in his 27 years experience as a lawyer has contributed immensely to the drafting, vetting of local and international instruments, agreements and treaties, representing Government in civil and arbitration matters, researches on policy and legal issues. Prior to his election, he was working with the Communications Authority of Kenya where he provided leadership over the Authority’s Legal policies and strategies and participated in a number of treaty making local and international meetings. He holds a Master of Law degree in International and Commercial law from the University of Sheffield, UK and a Diploma in Human Rights Law from the UN Human Rights Centre, Geneva and ILO Centre Turin among other professional courses.
Fidelis Ikechukwu Onah
Vice-Chairman, ITU-T ​SG13, Nigeria 

Engineer Dr. Fidelis Ikechukwu Onah attended the Institute of Management and Technology, Enugu where he obtained an Ordinary National Diploma in Electrical/Electronic Engineering in 1978. In 1979, he secured a scholarship from Federal Government of Nigeria to the Moscow Technical University of Communications and Informatics, Union of Soviet Socialist Republics (USSR) to study Electronics following which he bagged both a Bachelor and Master of Science degrees with First Class Honours in 1985. In February 2017, he successfully defended his Doctor of Philosophy degree in Electronic Engineering at the University of Nigeria, Nsukka. Dr. Onah worked with the Nigerian Television Authority Lagos briefly before moving to Data Sciences Nigeria Limited, where he worked as a Computer and Data Communications Engineer, till the end of 2002 rising to the rank of Assistant Director, before joining the Nigerian Communications Commission. He served the Commission in various capacities, in the Spectrum Administration Department heading the Spectrum Planning and Licensing Unit and later headed the Spectrum Monitoring, Coordination and Interference Resolution Unit. He was seconded to the Universal Service Provision Secretariat as member of pioneer staff heading the Technical Unit, participating in drafting all the take-off Policies and Implementation Plans for the USPF. He also served as Special Assistant, Technical, to the Honourable Minister of State for Information and Communications. In 2014, he was posted to head the Human Capital and Infrastructure Group. He was promoted to the Director of Human Capital and Infrastructure Group and Special Projects and later re-deployed as the Director, Technical Standards and Network Integrity in 2015, a position he held until his retirement from active service in February 2018. He represented the Commission in several Committees both within and outside the Country. He is active in the ITU-T is a Vice Chairman of ITU-T Study Group 13 and Co-Chairman of Working Party 2 of SG13. He has participated actively as a Nigerian delegate to the World Radio Conferences of 2007, 2012, 2015, and headed Ad-Hoc Group 6B4 at WRC 2015. He was elected as Vice Chairman of ITU-R Study Group 5D in the WRC 2015. Engr. Onah is a member of the Institute of Electrical Electronic Engineering IEEE, and the Nigerian Society of Engineers. ​An Academician per excellence, researched in several topics of the Electronics Engineering and he published several technical books, delivered several technical papers in Conferences and participated in many workshops. He is presently the CEO of FIGROM Technologies.
​​Vishnu Ram
Consultant, Vice Chair, ITU-T focus group Autonomous Networks  

Vishnu has 24 years of hands-on experience in the field of Telecom industry, developing and implementing standards, holds 13 international granted patents, published many papers and was appointed as scientific Advisory Board Associate (SABA) member of Motorola Networks. He is currently serving as an independent consultant, vice chair of ITU-T focus group on Autonomous Networks (ITU-T FG AN), and was co-editor of the recently published ITU-T focus group ML5G specifications on AI/ML which led to many Recommendations like Y.3172. He is a Senior member of IEEE. His current passion includes coordinating global standards in ITU-T, liaison with other SDOs like ETSI and IRTF, mentoring student projects, coordinating global challenge in AI/ML in 5G.
​​Abdullahi Sani Shuaibu
Student, Computer Engineering, Federal University of Technology, Minna, Nigeria

Abdullahi Sani Shuaibu is currently a student at the Federal University of Technology, Minna, Nigeria. where he is pursuing a degree in Computer Engineering. He is an experienced computer programmer with skills in Machine Learning, Website Development and Mobile Application development.  He has also received certifications from networking academies such as CISCO and HUAWEI. He hopes to own an IT company in the near future.

Meriem Slimani 
Standardization & Development Coordinator, African Telecommunications Union (ATU)

With over 25 years experience in the ICT sector, Meriem served in the incumbent Algeria Telecom on the conception, development and management of national IP-MPLS backbone and Internet broadband access and development IT infrastructures solutions for key sectors such as health, education, interior, finance, etc.., before joining the Ministry of Post and ICT, as Director of the information Society, she conducted several e-government projects such as the modernization and digitization of banking retail payment instruments and the development of institutional and e-Gov applications including Security aspects, among others. She also served for more than 5 years as board Member of both the national standardization agency and Advanced Technologies Center in Algeria (CDTA). Meriem joined the African telecommunications Union in 2015 where she coordinates regional activities on ICT standardization policies and Development programmes and initiatives. Meriem post graduated from the Polytechnic of Algeria where she also taught econometrics.
​Leon Wong
Chairman, ITU-T Focus Group on Autonomous Networks (FG-AN)

Leon Wong is the chairman for ITU-T Focus Group of Autonomous Networks (FG-AN). He is a senior research engineer in Rakuten Mobile and holds the role of industry research collaboration lead for Research & Innovation Lab, dedicated to the research and realization of autonomous networking. He has over 15 years of experience in IT & telecommunication industry working in various roles such as Subject Matter Expert in Operation Support System, Solution and Engineering leads. Prior to taking the role in Rakuten Mobile, he was in charged of building High Performance Computing GPU cluster for Rakuten Group and engaged in research development activities with Rakuten Institute of Technology.
