Carlos Rigoberto Diaz Araujo
Siget

He is a telecommunications specialist with various degrees from Michigan State University, Universidad Tecnologica El Salvador, INCAE and Northwestern University, James Allen Center, Kellow Graduate School. Since 2008, Carlos has worked in the Departamento de titulos habilitantes y gestion del espectro radioelectrico, SIGET(superintendencia general de electricidad y telecomunicaciones) in El Salvador. Previously he held positions in MOORE corporation as a regional marketing manager and new services development in Central America. He also worked for ANTEL (Administracion nacional de telecomuncaciones) in El Salvador holding positions in the areas of the Radio Electric Department, the TV booking center (Estacion terrena IZALCO), planning, the commercial department and the packet switching network development.
Ralph Brown
SVP & CTO, CableLabs​

Ralph Brown is responsible for leading CableLabs’ Research and Development staff in delivering innovative solutions to the cable industry. In this role, he leads development in several areas of technical excellence: Hybrid Fiber-Coax, Optical Network, and Wireless Technologies, Open Source Software, Security, and Technology Policy. He also is responsible for identifying and leading in areas of convergence across CableLabs programs. He is also on the Board of Directors of the Open Connectivity Foundation (OCF). Prior to CableLabs, Mr. Brown worked for Excite@Home as Chief Architect, Set-top Systems where he worked on broadband applications for set-top terminals and entertainment devices. Before joining Excite@Home, he worked for Time Warner Cable as Chief Software Architect in their Advanced Engineering Department where he worked on the Orlando Full Service Network and was a key contributor the Time Warner Cable Pegasus Program. While at Time Warner Cable and Excite@Home, Mr. Brown was also an active participant in the CableLabs OpenCable™ project. Mr. Brown earned a Master's degree in Electrical Engineering from Massachusetts Institute of Technology. His Master’s thesis was in the field of Speech Recognition. He received his Bachelor's degree in Electrical Engineering, Summa Cum Laude, from North Carolina State University.
Eduardo Chomali
Regional Director, Andean Countries of the Inter-American Association of Telecommunications Companies (ASIET)

Eduardo Chomali Palacio is the Regional Director for the Andean Countries of the Inter-American Association of Telecommunications Companies (ASIET) and member of the Center for Telecommunications Studies of Latin America (cet.la). Bachelor in Political Science and Public Administration from the Complutense University of Madrid, Master in International Economic Relations and Foreign Trade from the European University of Madrid and MBA from the University of Deusto, he has worked especially in the field of public policies, regulation of telecommunications and the generation of knowledge associated with information technologies, its main trends and their impact on development, particularly in Latin America. Before joining ASIET in 2012, he was part of the Corporate and Institutional Affairs team at Telefónica Latinoamérica.

Rodrigo Cruz Gebrim. Graduated in Telecommunications Engineering and postgraduate in Wireless Networks and in Public Management. Public employee of the Brazilian government, working in the Ministry of Science, Technology, Innovations and Communications as General Coordinator of the Secretary of Broadcasting with authorizations of Television and Radio and studies of new technologies of broadcasting for public policies implementation.
Neşe Guendelsberger
Deputy Bureau Chief, International Bureau, Federal Communications Commission

Neşe Guendelsberger serves as the Deputy Bureau Chief of the International Bureau at the Federal Communications Commission (FCC). The International Bureau administers international communications and satellite programs and policies, leads the FCC’s bilateral, regional, and multilateral initiatives, and coordinates global spectrum and other communications related activities. Ms. Guendelsberger has held a number of positions within the FCC, including the Wireless Telecommunications Bureau and the Wireline Competition Bureau, in various capacities. Before joining the FCC in 2000, Ms. Guendelsberger taught law at the University of Baltimore and the University of Ankara and was a consultant on international law matters.
Yan Haifeng
Lead SW Architect, Hisilicon/Huawei Technologies

Haifeng Yan is a software architect who has been working in this area for nearly 20 years. He mainly focuses in terminal software architecture and operating system. He graduated from Beijing University in 1999. Then he joined Huawei data communication department working in communication and operating system software for 6 years. In 2005, he joined Hisilicon, a subsidiary of Huawei. He has lead software architecture design for several chipsets in Hisilicon. He is currently working in TVOS as the architecture working group leader.
Harish Kulkarni

Harish Kulkarni is a Principal Software Engineer at Microsoft Corp. Over his two decade career, he has built key portions of Windows and Windows Embedded Operating Systems and as part of different advanced prototyping teams he has delivered important next generation technologies.  He joined the Microsoft Research’s Enable team in 2014 which is focused on bringing cutting edge research to people with disabilities. He leads the Enable Hands Free team that is working on building mobility and communication solutions for people with ALS using eye-tracking technology.

Shizhu Long

ShiZhu Long is a seasoned telecommunication expert who has been working in telecom industry for the last 30 years. He has comprehensive knowledge of telecommunications systems and equipment. His recent major R&D activities include developing carrier class IPTV system, working with CMCC to develop mobile phone backend service and information aggregation service. His latest research areas are broadband IP based advanced content delivery services and pertinent terminals. SHIZHU received his B.E. and M.E. from HuaZhong University of Science and Technology, Prior to joining UTStarcom Corp. to start his telecommunication R&D career in 1998, ShiZhu used to work in HuaZhong University of Science and Technology as an associate professor. Now he is CTO of Shenzhen Skyworth Digital Technology Corporation, which is a broadband and set-top box terminal research, development and manufacture company.
Natalia Martinez
Head of Regulatory Strategy, CNT

Master in Communications Management and Information Technology, Telecommunications Engineer. Extensive experience in the telecommunications sector of 17+ years, in the handling of regulatory issues. She was General Director of Radioelectric Spectrum Management at SENATEL (now ARCOTEL), facing the challenge of planning and managing the use of the radioelectric spectrum in Ecuador. Currently, in the business field, she works at Corporación Nacional de Telecomunicaciones CNT EP, contributing with a strategic regulatory vision in order to overcome the regulatory challenges for the development of the services of the general telecommunications regime.
Angel Melguizo

Ángel Melguizo is responsible for the company positioning on key regulatory topics for the digital transformation in the region.Previously, he was  Head of the Latin American and Caribbean Unit at the OCDE Development Center, coordinating the OECD’s flagship on Latin America, Latin American Economic Outlook. Before joining the OECD, he worked as Lead Specialist in the Labor Markets Unit at the Inter-American Development Bank. Previously, he was a Senior Adviser at the Economic Bureau of the Spanish Prime Minister, and a Principal Economist at the BBVA Financial Group, specializing in research on new technologies and long-term economic growth, fiscal policy  and pension reform in Latin America. He holds a Ph.D. in public economics and a B.A. in economics from Complutense University of Madrid.
Satoshi Miyaji

Satoshi Miyaji, Chairman, ITU-T SG9, General Manager, Entertainment Business Development Department,KDDI Corporation, Japan
Dr. Miyaji has a long history of participating in the ITU-T SG9 ("television and sound transmission, and integrated broadband cable") almost for twenty (20) years as an expert of broadcasting and telecommunications particularly for cable television networks and services. He served as Vice Chairman of SG9 and Chairman of WP1/9 for eight (8) years in 2009 – 2016. At the WTSA-16 (General Assembly of ITU-T), he has been appointed as Chairman of SG9 for the Study Period 2017 – 2020. In KDDI, he is now responsible for development and deployment of entertainment-related business and services such as video streaming, music distribution, e-books, live concert, and so on.

With more than 12 years of experience in the Satellite Industry developing several projects including DTH, DTT Networks, Fixed and SNG Content Contribution, Consumer and Enterprise VSAT, Government Broadband Programs, Offshore, Maritime and Cellular Backhaul & Trunking between others. Mr. Guerra has previous experience with the Newtec worldwide leader in Broadcast solutions where he worked as Sales Director for South America, and Advantech Wireleses where he held a few positions of Technical Sales Manager and Sales Director for Latam. Mr Guerra holds a Bachelor's degreee in Electronic Engineering graduated at the Pontificia Universidad Javeriana.
Ernesto Orozco

​Engineer Orozco has more than 23 years of specific experience in the television sector in Colombia, currently serving as a Board Member of the National Television Authority, period 2015 - 2019; He was recently elected as Vice President of the Platform of Regulators of the Audiovisual Sector of Ibero-America (PRAI); He has been an Independent Consultant in the ICT and television sectors, External Advisor of the ANTV, Advisor and Technical Deputy Director of the CNTV, as well as engineer of the transmission network of Inravisión (RTVC).
Since 2015, he has been a professor of the Master and Specialization in Legal Regulation of Telecommunications of the Universidad Externado de Colombia. He has also been a teacher of the Master's Degree in Digital Television at the Pontificia Universidad Bolivariana and the Specialization in Television at the Pontificia Universidad Javeriana. Some of his areas of performance are: formulation of public policy regarding television; Digital Television; Digital economy and disruptive models; Digital Television; Universal access to the service of television and social DTH; Radio spectrum management; Regulation, Surveillance of the television service in Colombia; CATV, IPTV, WEBTV and OTTs; convergence and new technologies; Technical advisor of copyright in television.
Santiago Pardo Fajardo

Santiago Pardo, is a lawyer from the Universidad Pontificia Universidad Javeriana, with Masters in International Business Law (LLM) at McGill University, Graduate programs in Law (Montreal, Canada) and Law and Business Administration: Program designed to integrate commercial law with management techniques, graduated with honors in June 2001 at Northwestern University School of Law (Chicago, Il jl Kellogg Graduate sSchool of Management). With more than 20 years of experience in the telecommunications sector, he has worked for Moraitis, Cofar & Karney Attorneys at Law (Florida, USA), Solórzano, Carvajal, Gonzalez and Perez-Correa Mexico City, British American Tobacco-Colombia (Bogota , Colombia) and AMX Argentina SA "Claro Argentina" (Buenos Aires, Argentina), among others. He currently holds the position of Corporate Director of Regulatory Affairs and Institutional Relations of Claro Colombia, since January 2013.
Stefano Polidori
Advisor, TSB, ITU

Stefano is Advisor at the International Telecommunication Union and responsible for the technical secretariat of ITU-T Study Group 9 "Broadband cable and TV”. He is also responsible for the Intelligent Transport Systems (ITS) activities, including the Symposium on the Future Networked Car at the Geneva Motor Show. Stefano is the ITU representative to the European Multi Stakeholder Platform on ICT Standardization at the European Commission. After few years in the private sector, joined the ITU in 2004 covering various positions including Coordinator for ITU Kaleidoscope academic conference and Advisor for Study Group 11 "Signalling, protocols and test specifications". Stefano holds a Master in Electronic Engineering from the University of Rome, Italy and a Master of Science in mobile communication from Aalborg University, Denmark.
Hugo Amaral Ramos
Chief Regional Technologist (CRT), CALA, Arris

H​ugo Amaral Ramos is the Chief Regional Technologist (CRT) for the Caribbean and Latin America (CALA) at ARRIS. He is responsible for evangelizing ARRIS’s vision for technology throughout the Caribbean and Latin America and aligning its global innovation with local service providers’ needs. In collaboration with ARRIS customers, Ramos develops technology strategies that influence the future of the region and advance ARRIS’s regional thought leadership and technical expertise in telco and cable TV systems and network architectures. Ramos has over 21 years of experience in the cable industry. He joined ARRIS from NET, the largest cable service provider in Latin America, where he served as Senior Technology Manager for its Innovation Framework team. In this role, he managed new technology and solution deployments to the company’s millions of subscribers. Ramos has spoken on various industry topics at several conferences including NCTA, SCTE, Futurecom, Jornadas, Fiber Broadband Forum and ABTA. He holds an Electrical & Telecommunications Engineering degree from Universidade Federal do Espirito Santo and an MBA from Instituto Brasileiro de Mercado de Capitais.
Suzy Sierra Ruiz

Suzy Sierra Ruiz is representative of the civil society at the National Television Authority since December 2016. With more than 15 years of experience in the Colombian public sector. Mrs Sierra has previous experience with the Ministry of Justice where she worked as Chief of the Information Office, and the Ministry of Information Technology and Communications where she held several positions of technical and Directive status. She also held the position of Director of International Legal Affairs and Head of the Legal Advisory Office at the Ministry of Foreign Affairs. Mrs Sierra is Attorney at Law graduated at the Sergio Arboleda University. specialist in Commercial and Financial Law, in marketing at the Autonomous. She also holds a Master's degree in International Law at the University of Amsterdam and in Business Administration at the University of Viña del Mar.
Ana Eliza Faria e Silva
Head of Technical Regulatory Affairs, TV Globo

Graduated on electrical engineer from UNICAMP, she holds a Master’s in subjective video evaluation from UNICAMP, an MBA in Management from the Dom Cabral Foundation and an MBA in Telecommunications from IBMEC. She has been involved in several groundbreaking projects in video transmission and led the DTTB standardization in Brazil. She is currently the head of the Technical Regulatory Affairs at TV Globo and coordinates projects towards the Analogue switchover in Brazil. Her current interests are the development of innovative and disruptive businesses models from the next generation of TV technology. Ana is the former Director of Technology of Brazilian Society of Television Engineering and former chair of the Technical Module within Forum of the Brazilian Digital Terrestrial Television System. She remains an active contributor to ITU-R where she is a vice chair of the Broadcasting Study Group.
Tatsuo Shibata
Director, Japan Cable Laboratories

Tatsuo Shibata is currently with Japan Cable Laboratories (JLabs), a non-profit organization comprised of Japanese cable operators and vendors, where he is involved in research, development, and standardization of new technologies. Before joining JLabs, he was with KDDI and KDDI R&D Labs, and developed technologies related to mobile TV and cable television. He was KDDI's focal point for KDDI Corporation during 1996-2004, and while overseeing the company's ITU-T activities, he served as a rapporteur of ITU-T TSAG.
Shinya Takeuchi
Associate Rapporteur, ITU-T Question 5/9, NHK

Shinya Takeuchi received B.S. and M.S. degrees in electrical engineering from the University of Tokyo, Japan, in 1997 and 1999. He joined NHK (Japan Broadcasting Corporation) in 1999, and since 2002, he has worked at NHK Science & Technology Research Laboratories, where he is engaged in research on a file-based production system, a delivery network system for video distribution, new services for hybrid delivery using broadcasting and broadband networks, IBB systems, multimedia services for UHDTV broadcasting. He is the Associate rapporteur of ITU-T Question 5/9, and joins standardization activities at ITU-R WP6B. He is also the Data Coding Technology working group chair at Association of Radio Industries and Businesses (ARIB).
Jaime Tenorio
Advisor, Audiovisual Contents, Freelance

Advisor in audiovisual contents for the private and public sector, with studies in Political Science (Colombia), Film and TV (Cuba) and Cultural Management (Spain). Mr. Tenorio has served as Executive Director of Five7Media; General Director of Señal Colombia, the National Public TV Channel; and adviser to the Colombia Film Office of the Ministry of Culture and to the Bogota Chamber of Commerce on creative industries. He led the transmedia track of Colombia 3.0 for -MINTIC- (Ministry of Information Technologies and Communications) and was a member of the Colombia National Film Council (2009 and 2011). Mr. Tenorio has been part of several selection committees for cultural, audiovisual and new media grants. Currently he is an independent consultant and speaker on convergence of digital media and technologies.

Juan Manuel Wilches
Commissioner, Communications Regulation Commission (CRC)

Juan Manuel Wilches has a Bachelors degree in Electronics Engineering from Pontificia Universidad Javeriana in Colombia and an MBA from the Schulich School of Business, York University, in Toronto, Canada, where he graduated with honors in 2009. His work experience began in Colombia in 2000 as Advisor for the Telecommunications Regulation Commission – CRT where, for a period of almost 7 years, he led and advised several projects on telecom regulation, carrying out activities in the definition of interconnection conditions, termination rates and conflict resolution, as well as performing market analysis, and developing models for fixed and mobile network costing. During his stay in Canada, he worked at Kazam Group as a consultant in telecommunications, where he specialized in wireless communications. In 2010 he was contacted to be part of the team that created the National Spectrum Agency (ANE) in Colombia, joining the Agency as Senior Advisor to the Director General. He was subsequently promoted as a Deputy Director for Spectrum Management and Planning, position in which, together with his team, he developed the National Spectrum Management Policy adopted in 2012 and a comprehensive spectrum management and planning framework currently in place in Colombia. His recognized experience in regulation and spectrum management led him to be appointed by the Minister of Information and Communications Technologies as Commissioner in 2013 and Executive Director in 2014-2015 for the Communications Regulation Commission (CRC).  Mr. Wilches has represented Colombia in several international meetings such as the ITU-R Study Groups and Working Parties, as well as the World Radiocommunications Conference in 2012. He also has been President of the Spectrum Management Group at the Inter-American Telecommunication Commission (OAS-CITEL).
