Hyoung Jun Kim Vice-Chair of NoW in ITU-T, Chair of ITU-T Study Group 20, Research Fellow,
Electronics and Telecommunications Research Institute (ETRI), South Korea
Dr. Hyoung Jun Kim began his career in 1988 at the Electronics and Telecommunications Research Institute (ETRI) where he currently holds the position of Research Fellow. Previously, he served as Senior Vice-President and led the Intelligent Convergence Research Lab at ETRI. Over the course of 35 years, Dr. Kim has gained research experience in a range of ETRI divisions, such as the Info-Communications Technology Division, IT Strategy Research Division, Information & Telecommunications Technology Division, and Protocol Engineering Centre. Presently , he also serves as the Chairman of both ITU-T SG20 and the APT Standardization Program (ASTAP) within the Asia-Pacific Telecommunity, and Vice Chairman of Network of Women in ITU-T. In the past, he has held roles as Vice-chair of SG20 and SG13, Rapporteur of Q25/16 since 2004, Vice-Chairman of the Focus Group on M2M Service Layers, Chairman of WP2 of the same Focus Group in ITU-T SG11, and Vice-Chairman of the Focus Group on Future Networks in ITU-T SG13. Dr. Kim's research and academic achievements are extensive, with over 450 standard proposals, more than 150 academic journal and conference papers, over 100 patents, and 20 official technology transfers to domestic companies under his belt. He has received three National President's citations in 2003, 2009 and 2023, in addition to numerous Certificates of Appreciation from international standard-related organizations, including ITU-T. Notably, Dr. Kim earned his second and third National President's Award at the "World Standards Day 2009 in Korea and 2023 in Korea” in recognition of his dedication to international standardization.

Rim Belhassine-Cherif Chair, Network of Women in ITU-T (NoW in ITU-T), Chief Innovation and Strategy Officer, Tunisie Télécom, Tunisia
Dr. Rim Belhassine Cherif is a general engineer. She is currently the Chief Innovation and Strategy Officer and responsible of the digital transformation department at the incumbent telecom operator in Tunisia “Tunisie Télécom”. Dr. Belhassine Cherif has participated in several ITU conferences, seminars and workshops and she holds many positions at ITU-T such as the positions of chairperson of the Network of Women in ITU-T, vice-chairperson of ITU-T Study Group 13 since 2013, vice-chairperson of WP3/13 and Vocabulary Rapporteur for the ITU Standardization Committee for Vocabulary. She is also the chairperson of the SG13 Regional Group for Africa. Moreover, she has been a vice-chairperson of the ITU Telecommunication Standardization Advisory Group and Co-Rapporteur on Standardization Strategy from 2017 to 2022 and also a vice-chairperson of the ITU-T Focus Group on Bridging the Gap: from Innovation to Standards between 2013 and 2015. Dr. Belhassine Cherif graduated from the Higher School of Posts and Telecommunications of Tunis. She obtained her Master degree then her Ph.D. degree from the National Engineering School of Tunis and obtained an Executive MBA from Paris-Dauphine University and Paris 1 Panthéon-Sorbonne University. In the academic field, she performed several research activities in the domain of telecommunications and electrical engineering, and she is the author of many papers published in international and national conferences and scientific journals.

Tania Villa ITU-T Study Group 12 Chair, Federal Institute of Telecommunications (IFT), Mexico
Tania Villa works at the regulator agency in Mexico, the Federal Institute of Telecommunications (IFT), since 2014. At the IFT, she acts as the Telecommunications and Broadcasting Physical Layer Analysis Director of the Regulatory Policy Unit and leads the Wireless Networks Laboratory of the IFT. She is in charge of proposing quality of service (QoS) and quality of experience (QoE) regulation for the different telecommunications and broadcasting services in Mexico. She has acted as an advisor for the Ministry of Communications and Transport of Mexico (SCT), the Worldwide Bank, academic institutions and other regulators in Latin America. She has been involved with ITU proceedings since 2016 and today acts as an editor for a new work item created during the last Study Group 12 meeting of the ITU-T sector towards defining a framework for QoS regulation including measurement and sampling methodologies. She holds a PhD in Electronics and Communications from Télécom Paristech in collaboration with Deutsche Telecom Laboratories. During her PhD, she worked for different FP7 projects funded by the European Union, industry and French institutions. She obtained a master’s degree in Wireless Systems by the Royal Institute of Technology (KTH) in Sweden and a Telematics Engineer degree from the Autonomous Technological Institute of Mexico (ITAM). She has been an active researcher since 2007, published several peer-reviewed papers and worked as a research fellow at the Humboldt University in Berlin. Prior to her studies in Europe, she worked for a cellular operator in Mexico where she participated in projects related to network planning, capacity dimensioning and equipment provisioning. Her areas of interest includes wireless systems, design, modeling and performance evaluation of cellular networks. |
Miho Naganuma TSAG Vice Chair, Senior Executive professional, NEC Corporation, Japan
Ms. NAGANUMA has over 20 years’ experience in the ICT industry. She has developed her career in private sector and has mainly focused on cybersecurity. She is now in NEC Corporation and is responsible for leading intelligent research for policy & regulatory impacts on digital trust field including AI.During the career, she has also been actively involved in international standardisation work in many organizations including ITU, ISO, other SDOs and experts’ committees for over 20 years. In ITU, she has participated various meetings such as TSAG and SGs in ITU-T and ITU-D with leadership position. She also contributed to various ITU events and high-level meetings such as PP, WTDC and WTSA.

Joanne Wilson Deputy to the Director, Radiocommunication Bureau and Chief, Informatics, Administration and Publications Department (IAP), ITU
Joanne Wilson is an electrical engineer with more than 30 years of professional experience in telecommunications, including more than 25 years of involvement in the work of the Radiocommunication Sector of the International Telecommunication Union (ITU-R). Ms Wilson is currently the Deputy to the Director of the Radiocommunication Bureau (BR) and Chief of its Informatics, Administration and Publications (IAP) Department. As Deputy Director, she assists and advises the BR Director in the direction and management of the Bureau and leads the BR's preparation for its major conferences. As Chief of the IAP Department, she is responsible for the organization and direction of the work performed by the department, which includes the development, maintenance and support of major software applications used by the BR for the processing of frequency assignment notifications. Ms. Wilson was the Secretary to the Plenary and to the Steering Committee of the 2019 World Radiocommunication Conference (WRC-19) held in Sharm el-Sheikh, Egypt. She is currently leading ITU's preparations for the 2023 World Radiocommunication Conference (WRC-23).

Bilel Jamoussi
Deputy Director, TSB, ITU
Dr. Bilel Jamoussi is Deputy Director at the International Telecommunication Union Standardization Bureau in Geneva, Switzerland. Before joining ITU, Bilel was with Nortel for 15 years in Canada and then the United States where he held several leadership positions including Strategic Standards, Advanced Technology, University Research, Software Development for routing/switching platforms, and Data Network Engineering of major international customer networks. As Director of the Strategic Standards organization within the office of the Chief Technical Officer (CTO), Bilel provided strategic technology direction and leadership for Nortel’s involvement in more than 90 standards development organizations, forums and consortia. He also contributed to the MIT one laptop per child (OLPC) initiative. Bilel is an IEEE Senior Member. He was elected to the IEEE Standards Association (IEEE-SA) Board of Governors (BOG) and the IEEE-SA Corporate Advisory Group (CAG). He served on the IEEE Standards Education Committee, the IEEE-SA Nominations and Appointments Committee, the IEEE-SA BOG International ad hoc, and the Technical Liaison from IEEE-SA to ITU-T and ITU-D. Bilel contributes to the innovation and advancement of technology in the ICT Field. He has 22 granted and filed US patents in diverse areas: packet, optical, wireless, and quality of service. Bilel received a BS. ’89, MS. ’92, and PhD ’95 degrees in Computer Engineering from the Pennsylvania State University, USA. |
Blanca Maria Gonzalez TDAG Vice-Chair, ITU-D Network of Women, Head of Unit at the Cabinet of the Secretary of State for Telecommunications and Digital Infrastructures, Spanish Ministry for Digital Transformation and Public Administration, Spain
Ms. Blanca Gonzalez currently serves as Head of Unit in the Cabinet of the Secretary of State for Telecommunications and Digital Infrastructures at the Spanish Ministry for Digital Transformation and Public Administration. She is the Vice Chair of the ITU Telecommunications Development Advisory Group representing Europe and chaired the TDAG Working Group on the Strategic and Operational Plans. Ms. Gonzalez has represented Spain in major ITU Conferences and meetings since 2000 and was the Head of the Delegation at the Development Conference as well as at the Plenipotentiary Conference. She has served as Vice Chair and Chair of ITU Council Standing Committee as well as Vice-Chair of the ITU-T Study Group 20 and ITU-D Study Group 1. Besides ITU, she has represented Spain in the European Communications Office and the European Conference of Postal and Telecommunications Administrations. Ms. Gonzalez holds a MS in Physics from the University of Barcelona and an MBA from the University of California.
