Ahmad Bhinder
Director of Policy Innovation, Digital Cooperation Organization (DCO)

Ahmad Bhinder, based in Riyadh, is a public policy professional currently serving as Policy Innovation Director at the Digital Cooperation Organization (DCO). He joined DCO a year ago, bringing with him an extensive background in ICT policy and regulation. Prior to his appointment at DCO, Ahmad worked for six years at Axiata Group, one of the leading telecommunications groups in Asia as Assistant Vice President – Group Regulatory Affairs. He also served as an ICT regulator for nine years, working for the regulatory authorities of Qatar and Pakistan.

Ahmad holds a Master’s degree in Telecommunications from University of Leeds, UK, and a Bachelor’s degree in Electronics Engineering from University of Engineering and Technology Lahore, Pakistan.
With over 17 years of experience in the field of ICT policy and regulation, Ahmad has developed a strong expertise in formulating innovative policies that promote connectivity and enable the growth of the digital economy.

At DCO, Ahmad is responsible for driving digital policy initiatives that promote cooperation amongst the DCO Member States. With his expertise in policy and regulation, he is shaping the DCO’s policy agenda, and contributing to the organization’s efforts towards achieving ‘Digital Prosperity for All’.
