Joanne Martins is a Digital Innovation and Transformation Lead at the World Bank Group with over 18 years of global experience designing and delivering technology-enabled solutions across sectors. She leads end-to-end innovation—from idea to scalable deployment—focusing on business model innovation, digital transformation, and leveraging frontier technologies such as AI, blockchain, and spatial computing to build AI-ready digital public infrastructure that delivers real-world outcomes. Her work spans cross-sector innovation, with notable use cases in digital public infrastructure and GovTech, financial inclusion, education and job creation, climate and emissions trading solutions, and sustainable, transparent supply chains—designed for multi-country scale, interoperability, and practical implementation.

She is known for turning bold ideas into practical, scalable solutions and for helping governments and institutions move from pilot to national-scale deployment. Joanne co-built the Technology & Innovation Lab at the World Bank Group, driving collaborative innovation across teams and partners.

She holds a BSc in Computer Studies and an MSc in Systems Engineering with Management.
