Changkyu Lee

Senior Researcher, Electronics and Telecommunications Research Institute (ETRI)
Dr. Changkyu Lee is a Senior Researcher at the Electronics and Telecommunications Research Institute (ETRI) in the Republic of Korea. He is actively engaged in international standardization activities, with a primary focus on communication protocols, the metaverse, smart cities, digital twins, smart farming, and pandemic preparedness and response.
He plays a leading role in global standards development across multiple international organizations, including ITU-T Study Group 11, ITU-T Study Group 20, ISO Technical Committee 304, IEC Technical Committee 100, and IEEE 2888.
Within these bodies, he currently serves as Rapporteur for Question 8/11 in ITU-T Study Group 11 and Rapporteur for Question 1/20 in ITU-T Study Group 20, and has also contributed as an editor of multiple international standards, a project leader, and a technical contributor to the development of international specifications on interoperable communication protocols, smart city services, digital twin integration, metaverse-enabled services, and resilient digital infrastructures.
Through his work, Dr. Lee aims to advance globally harmonized standards that enable cross-domain interoperability, support inclusive and sustainable digital transformation, and enhance societal resilience against future challenges, including large-scale public health emergencies. In recognition of his contributions to international standardization, he was a recipient of the IEC 1906 Award in 2022.
