Summary:

With the rapid development of low-altitude applications in smart sustainable cities and communities, the low-altitude airspace is becoming increasingly complex and dynamic. This evolution introduces an urgent need for reliable low-altitude sensing capabilities to detect, identify, and locate various objects, thereby supporting safe low-altitude environments.
To address these needs, this Recommendation specifies the requirements and capability framework for IoT-based low-altitude sensing systems by leveraging widely deployed sensing devices and communication infrastructures. It describes the overall system concept, identifies key requirements, and defines a set of essential capabilities.
