Summary: With the in-depth evolution of video surveillance systems toward intelligence, on-device intelligence, as a key component of foundation model-based intelligent video surveillance systems (the draft Recommendation ITU-T F.FM-IVS defines the general framework, requirements and cross-layer collaboration capabilities for foundation model-based intelligent video surveillance systems), is attracting significant industry attention. The industry currently faces core challenges: reliance on centralized cloud computing results in high bandwidth pressure for transmitting high-definition video streams and significant real-time response delays; front-end devices employ lightweight models, which exhibit limited generalization capability and accuracy in complex scenarios; significant differences in hardware, algorithms, and interfaces among devices lead to integration difficulties and low collaborative efficiency. Unifying the functional framework and key technical pathways for on-device intelligence can reduce integration complexity, promote device interoperability, and build an open industrial ecosystem. Promoting the standardization of cloud-edge-end collaboration mechanisms and clarifying guidelines for task allocation and resource scheduling can enhance the overall efficiency and intelligence level of the system. This Recommendation will guide the direction of hardware development and algorithm optimization, accelerating technological innovation and industrial implementation, ultimately driving intelligent video surveillance systems toward more efficient, secure, and inclusive development.
