Summary: The growing integration of artificial intelligence (AI) into telecommunications networks has given rise to the AI-native paradigm. Due to the difference in the considerations of AINN for developing countries, it is necessary to study the potential requirements and framework of AINN for developing countries, in the context of IMT-2020 networks and beyond. This work item contributes to the development of the AINN series, provides a general understanding for the further development of related work items, and studies the potential considerations and framework of AINN for developing countries for network operators, service providers, and end users for practical use. This Technical Report studies the consideration of the potential requirements and framework of AINN for developing countries, in the context of IMT-2020 networks and beyond, including the description of AINN in developing countries, potential considerations from service point of view, potential considerations from deployment and operation point of view, along with potential use cases and a potential framework.
