The user plane in IMT-2020 networks and beyond can be enhanced to facilitate a broader range of communication services, especially in FMSC scenarios after the introduction of satellites. This Recommendation specifies the overview, requirements, framework, network function enhancements, procedures and security considerations of user plane enhancement for FMSC, in the context of IMT-2020 networks and beyond. The radio aspects are out of the scope of this Recommendation.
