Summary: This Technical Report provides the context, key drivers and structured approach for developing the standardization strategy and roadmap. It presents a forward-looking vision of ITU-T SG17, based on a specific model develop future-proof mitigation strategies and approaches. It highlights the imperatives, challenges, concerns and opportunities faced by global digital ecosystem stakeholders, analysing the forces of change through a future-oriented lens. Based on these insights, this document outlines an overarching strategy for the global ecosystem and explains how international standards can contribute to realising this vision. A holistic framework is introduced to classify and organise the categories of standards needed to support secure, resilient and trustworthy digital systems. From this, this Technical Report identifies the classes of standards that ITU-T SG17 may develop within its mandate, reflecting the security concerns it is able and willing to address. The Technical Report is organised into two main sections: Section 1 contains the strategic and stable content, including the vision, methodology and high-level framework. Section 2 covers a high-level four-year rolling standardization roadmap, refined through discussion with Member States, Sector Members and other ecosystem stakeholders, and updated periodically.
