Summary: This draft Recommendation contains a maturity model for smart sustainable cities. This maturity model helps identify the goals, levels and key measures that are recommended for cities to effectively examine their current situation and determine critical capabilities needed to progress toward the long-term goal of becoming SSCs. The maturity model also highlights development aspects that cities may face, especially related to their socio-spatial inequalities and disparities in ICT use. Considering different contexts of cities and countries in the direction of digital transformation and sustainable development, especially previous aspects to an SSC plan or where infrastructure remains limited, preliminary aspects are proposed. This scenario is noted specially in cities of the global south, where the smart city efforts began as isolated initiatives and by imposing the need for adaptation and technological construction for the quality of life of the population. An in-depth analysis of governance and public policy management is required to strengthen digital transformation efforts and enable inclusive, transparent and participatory development. This draft Recommendation proposes two tiers to describe this model. Tier 1 works with an inclusive access phase for cities that do not have management plans, leaders for governance and/or face limited ICT and urban infrastructure in their cities. Tier 2 presents the maturity model for SSC. The draft Recommendation includes: Preparation Stage – Smart Sustainable City Maturity Model (SSC-MM), – maturity dimensions in smart sustainable cities, – maturity levels for smart sustainable cities, and – mapping of key performance indicators in smart sustainable cities.
