Summary: This draft Recommendation addresses a critical environmental challenge affecting smart city communication: rain attenuation. Current global standards (e.g., ITU-R P.838-3) provide generic models, but lack the spatial and temporal granularity required for city-level implementation—especially in diverse climatic zones. To overcome this, a multi-layer IoT-based functional architecture system is proposed that captures localized rain attenuation data, performs edge analytics and integrates insights into smart city dashboards. The draft Recommendation defines the functional architecture and key requirements necessary to enable real-time monitoring and predictive analysis of rain-induced signal degradation; and integration of meteorological data into network design, thereby enhancing resilience, adaptability, and continuity of urban communication systems in high-precipitation zones.
