Recommendation ITU-T L.Carbon_SLP specifies the basic requirements for smart low-carbon power supply facilities adapted to island biodiversity in terms of species protection, low-carbon emissions, and engineering construction. It also describes the system reference model of the facilities, along with general guidelines encompassing multi-source information monitoring, data analysis and decision-making, and intelligent control and feedback, to maintain the stability of island ecosystems and support adaptive ecological and energy management. The specified facilities deeply integrate power supply infrastructure with biodiversity-adapted information and communication technology (ICT) systems to enable the proactive management and closed-loop optimization of ecological risks and low-carbon operations, aiming to ensure a reliable electricity supply while obtaining higher energy efficiency, lower life-cycle carbon emissions, and less ecological disturbance than conventional power supply solutions
