The Recommendation ITU-T L.1470 was published in January 2020. It was elaborated jointly by the ITU, GSMA, GeSI, SBTi, with contributions from the IEA (International Energy Agency). The contents of L.1470 were used to prepare the ICT sector guidance on how to set Science Based Targets, being the official SBTi guidance for the ICT sector.
The Recommendation ITU-T L.1470 provides detailed trajectories of greenhouse gas (GHG) emissions for the global information and communication technology (ICT) sector and sub-sectors that were quantified for the year 2015 and estimated for 2020, 2025 and 2030. In addition, Recommendation ITU-T L.1470 establishes a long-term ambition for 2050. The trajectories, the long-term ambition and the 2015 baseline were derived in accordance with Recommendation ITU-T L.1450 and through complementary methods in support of the 1.5°C objective described by the IPCC in its Special report: Global warming of 1.5°C and in support of the Science-based Targets (SBT) initiative.
ITU-T L.1470 sets the goal for the ICT sector to reduce its GHG emissions by 45% in 2030 compared to 2020 levels, providing goals as well by sub sectors.
We have now reached 2025 and L.1470 currently does not provide quantified goals for the ICT sector for the period between 2030 and 2050, thus not providing guidance for ICT organizations wishing to set targets beyond 2030.
It is therefore proposed that L.1470 is revised. It is proposed that an updated assessment of the ICT sector energy consumption and GHG emissions, including for sub-sectors and at worldwide level, is performed for 2020 and 2025, potentially alternatively for 2024. It is also proposed that quantified goals are elaborated for e.g. 2035, for the whole ICT sector and for ICT sub-sectors.
It is proposed that this revision is performed in cooperation with SBTi, GSMA, GeSI and the IEA. This will obviously have to be discussed with these organizations.
