Summary:
|
Stimulating competition in the markets is a major objective for telecommunications regulators. However, achieving this objective is challenging due to unique characteristics of the sector, the proposed technical report aims to adopt a reference to help the regulators to deal with anti-competitive practices and on how to investigate them, accordingly it is expected to cover:
Ex-post approach to defining markets for specific telecommunications services.
Ex-post approach to determining dominance.
Exchange information investigation of various anti-competitive practices e.g. collusions and anti-competitive agreements, predatory pricing, anti-competitive price discrimination and margin squeeze.
Exchange information on the investigation process including type of information and data that need to be collected from the market, the methods used to analyze such data, reporting process, remedies and sanctions.
