Summary: This Recommendation provides a comprehensive framework for high-efficiency liquid cooling solutions and practices in data centres, specifically designed to support global climate change mitigation and adaptatio. As intelligent computing drives Information Technology Equipment (ITE) toward higher power densities, this document analyzes the limitations of traditional air cooling and identifies cold plate, immersion (single-phase and two-phase), and spray coolin. A significant portion of the document is dedicated to the technical architecture of cold plate liquid cooling, detailing the Facility Water System (FWS) using cooling towers or dry coolers, the Coolant Distribution Unit (CDU) in both centralized and distributed forms, and the Technology Cooling System (TCS) secondary piping. It further specifies the structural requirements for critical components, such as stainless steel manifolds with blind-plug interfaces and high-durability fluid couplings. To promote an open industrial ecosystem and reduce Total Cost of Ownership (TCO), the Recommendation advocates for decoupled delivery models at the server, cabinet, and module levels, alongside air-liquid mixing solutions and flexible upgrade paths from air to liquid cooling.
