Summary: This Recommendation specifies the requirements and framework for network-based rapid response to disasters caused by natural hazards. The rapid response system (RRS) provides high-precision situational awareness and individual location support through automated multi-domain data acquisition and processing. It also enforces optimized policies via edge nodes for prioritized emergency communications and dynamic resource control.
