本建议书描述能支持窄带和宽带业务带宽要求的灵活光纤接入网。本建议书描述具有155.52，622.08和1 244.16 Mbit/s常规下行线路速率和155.520 Mbit/s和622.080 Mbit/s常规上行线路速率的系统。涉及对称和不对称两种系统。本建议书提出对于物理媒质从属层、TC层的物理层要求和规格以及基于ATM的宽带无源光网络（B-PON）的测距协议。G.983.1的本修订版合并了下列资料：G.983.1（1998），G.983.1勘误（1999），G.983.1修正案1（2001），G.983.1勘误表（2002），G.983.1修正案2（2003），G.983.1实施者指南（2003）。
