Ladies and gentlemen,
I am pleased to welcome you all to this meeting of the Radiocommunication
It is my great honour to stand before you as newly elected Secretary
General of ITU. It is equally a pleasure to be here together with the full team
of the newly elected officials.
We are all grateful by the confidence you have placed in us, and within the new environment now prevailing in the ITU,
we can give you
the assurance of providing transparency in the Union's management and of full commitment
with the strategic objectives you have established for the Union.
As you will be discussing later, the financial situation of the ITU
for the 2008-2011 will require a thorough consideration of the Sector objectives
and a careful review of the priorities for their implementation.
I am fully aware of the critical situation that could result from
any financial burden on the Radiocommunication Sector in view of the treaty-making
nature of its radio conferences and the statutory mandatory activities carried
out by the BR in the implementation of the Radio Regulations and Regional Agreements.
With the help of your expert advice, under the wise leadership of your Chairman
- Mr Bruce Gracie - and the diligent actions by the new ITU management, I am confident
that we will come up with balanced proposals which will conduct the Radiocommunication
Sector and the whole Union towards a brighter future and, which will, of course,
I am aware of the particular importance of this RAG meeting in view
of the preparations for the Radiocommunication Assembly and the possible structural
changes currently being studied to adapt the Sector to the changing wireless environment.
2007 is a significant year for the Radio Sector, with WRC-07 glowing
in everyone's calendar, important enough to keep us all busy with the final preparatory
