ITU-T G.709/Y.1331建议书规定了光传输网（OTN）接口信号在以下方面的要求：
– OTN分层结构；– 支持多波长光网的开销功能；– 帧结构；– 比特率；– 客户信号映射格式。本建议书的第6.3版增加了有关OTUk，k=0的规范、在柔印静噪文本模式[ITU-T G.709.1]出现期间可能出现于状态和有效载荷类型开销字段中的特定位模式的参考、ODU锁定维护信号的说明以及附件L中增强型介绍性案文。
