ITU-T G.709/Y.1331建议书规定了光传输网（OTN）接口信号在以下方面的要求：– OTN分层结构– 支持多波长光网的开销功能– 帧结构– 比特速率– 客户信号映射格式。
本建议书第6.1版包括增加具有GCC比特率的表格，增强对OTUCn-M行为的描述，增加一个附录，具体说明OTSiG（去）调制器过程和相关OTSiG-O|OCh-O_TT功能位于相邻设备中的情况下对故障管理的影响，以及一些印刷/编辑性更正。
