Definition of VIPs for WRC-23

The following VIP categories have been established for WRC-23 and will constitute VIP accreditation:

(VVIP)

  • Heads of State
  • Heads of Government
  • Vice-Presidents
  • Deputy Prime Ministers
  • Crown Princes/Princesses

(MIN)

  • Cabinet Ministers
  • Deputy Ministers if the Minister of the same country is not attending*
  • Heads of ITU Administrations who do not have a Ministry of ICT and are represented at ITU by another entity **
  • Heads of UN Agencies

* A Deputy Minister who is accompanying their Minister will therefore qualify for the (DMIN) category.
** 14 ITU Administrations do not have a Ministry of ICT and are represented at ITU by another entity whose Head is ministerial level (MIN).

(DMIN)

  • Deputy Ministers if the Minister of the same country is attending
  • Heads of Regional Telecommunication Organizations
  • Chair of RA-23
  • Chair of WRC-23
  • Chair of CPM23
  • Chair of CPM27

(AMB)

  • Ambassadors
  • Mayors
  • Special Envoys
  • Chairs of ITU-R SGs
  • Chairs of RA committees
  • Chairs of WRC committees

IMPORTANT NOTES:

  • The VIP status is not transferrable from a category to another. For instance, if a Minister has attended the first days of the Conference and is leaving the event, the Deputy Minister of the same country will not qualify for the (MIN) category (and for instance in this case, the Deputy Minister will not be provided with a car).
  • Heads of Delegation do not qualify as VIPs, unless identified in the above categories. The VIP status is not transferrable, including to Heads of delegation.
  • Heads of Regulatory Authorities do not qualify as VIPs for this event (unless they are Heads of ITU Administrations who do not have a Ministry of ICT and are represented by another entity which is the Regulatory Authority of that country).

Protocol courtesy services provided by the Host Country

The following courtesy services are provided by the United Arab Emirates to attending VIPs of the (MIN) category (as defined above).

Access to the VIP Lounge at the Dubai International Airport (DXB)

The VIP Airport Lounge, which is in terminal 3, will only be made available for 1 (one) VIP of the (MIN) category per country/delegation, for their arrival and departure.

  1. The eligible VIP, welcomed through the VIP Airport Lounge, will be met at the door of the airplane and transported to the lounge by vehicle. A maximum of 1 (one) VIP  will be able to be transported to the lounge.
  2. A Host Country Protocol Representative, and/or an Embassy representative if available, will greet the VIP in the lounge.
  3. Passport control and luggage retrieval will be handled by the Airport VIP Lounge services.

IMPORTANT NOTES:

  • The itinerary and other pertinent information of the eligible VIP requesting the VIP Airport Lounge service needs to be provided as soon as possible, and no later than 10 November 2023, to the Host Country Protocol service to ensure this service is afforded. A link to an online tool will be shared with designated focal points to collect such information.
  • Embassies in Dubai/Abu Dhabi who will be meeting and greeting their Minister (or Deputy Minister) are advised to contact the Airport VIP Lounge to request clearance to access the Airport VIP Lounge.
  • For departure, the eligible VIP should be present at the airport two hours before scheduled take-off to complete all formalities.
  • For departure, the eligible VIP should indicate, via the online tool, if they wish to use the VIP lounge facilities, or if they prefer to be dropped off at the public doors of the airport to access the duty-free shopping zone. Please note that there is no duty-free shop at the VIP lounge, and that the VIP lounge is in a different Terminal as the duty-free shop area.

Transportation for VIP delegates

Upon request, for the 1 (one) VIP of the (MIN) category per country/delegation, a designated car and driver will be provided for the duration of their stay during WRC-23, to transport them between the airport, hotel, Conference venue and official event activities. This service begins on arrival and ends on departure from the Airport VIP Lounge (see above). It is also available for countries with diplomatic representation in Abu Dhabi or Dubai.

The request should be done through the online platform accessible with an ITU user account with TIES access, and no later than 10 November 2023, to ensure this service is afforded.

IMPORTANT NOTES:

  • The above described service is not transferrable. Once an eligible VIP has left the Conference, the car cannot be transferred to anyone within their delegation (even to a Deputy Minister).
  • A maximum of a VIP +1 will be able to accompany the eligible VIP in the car.
  • To avoid that 2 cars are reserved for the same VIP (one by the Host Country Protocol and one by the local Embassy), eligible VIPs who are requesting a car are kindly advised to place their request only once, either via Host Country Protocol, or via their Embassy.
  • Special transport will be put in place for Heads of State or Government, as per Host Country Protocol.
  • A shuttle bus service for all other accredited delegation members from the Airport to the recommended hotels, and from the recommended hotels to the Conference venue will be provided. The list of recommended hotels can be found at https://dubaiwrc23.ae/accommodation
