Argus has been developed by the Radiocommunication Bureau in response to Resolution 8 (WRC-23) instructs the Radiocommunication Bureau No 3 to visualize the deployment of Non-geostationary satellite systems reported to ITU in accordance with Resolution 8 (WRC-23) and Resolution 35 (rev. WRC-23) and published on the BR IFIC special sections.

The system is linked to the Master International Frequency Register (MIFR) to retrieve details of associated frequency assignments, also allowing to have access to Operating Agencies associated to the notified satellite systems and direct points of contact  that Administrations and Satellite Operators may wish to share for interference mitigation and space operation to ensure sustainability of space radiocommunication systems coordinated and notified to ITU.
