The 2026 Council session approved in principle the establishment of ITU Area Office for the Pacific on 28 April 2026 and requested the secretariat to develop a detailed establishment plan of the new Area Office and present it to the Plenipotentiary Conference (PP-26) for consideration. This document provides the background and methodology used to develop the establishment plan with proposed staffing, financial analysis and logistical considerations.
