Abstract :

The World Telecommunication Development Conference (WTDC-25), held in Baku, Azerbaijan from 17 to 28 November 2025, adopted the Baku Declaration and the Baku Action Plan (BAP), including 30 Regional Initiatives (5 Regional Initiatives per ITU-D region).The implementation of these Regional Initiatives (RIs) will require significant coordination amongst ITU Member States at the regional level, as well as the mobilization of resources to enable the signature of new ITU-D projects in support of the RIs. After WTDC-17, ITU Council 2018 allocated CHF 5 million as seed funding to enhance ITU?s resource mobilization efforts in support of the RIs, while after WTDC-22, and following the successful experience of the previous cycle, ITU Council 2023 allocated 3 million. The availability of these funds has been instrumental to ensure that BDT had adequate mechanisms to engage in partnerships and other collaborative efforts with relevant stakeholders. This document provides an overview of the experience from the last two WTDC cycles in setting up projects in support of the RIs and presents options for the consideration of ITU Council to assess the possibility of allocating additional funds to enable the signature of new ITU-D projects linked to the new RIs adopted by WTDC-25.
