With the development of satellite communications technologies, especially low earth orbit (LEO) satellite communications technologies, it is technically possible that a satellite-based network could complement and interact with IMT-2020 land-based network. According to the definition in Y.3200, fixed, mobile, and satellite convergence (FMSC) is the capability to provide services and applications to end users regardless of the fixed, mobile, or satellite access technologies. This technology aims to expand future terrestrial IMT technology to support seamless interconnection with non-terrestrial network (NTN), which would enable ubiquity of communications and is expected to enable new use cases.
To support FMSC in IMT-2020 networks and beyond, the land-based network interacts and cooperates with the satellite-based network over control, user, service and management plane to achieve FMSC. Compared with IMT-2020 networks and beyond deployed on land as a whole, the IMT-2020 networks and beyond operating in FSMC deployment may face specific security threats.
In order to ensure the security for deployment and operation of FMSC in IMT-2020 networks and beyond, specific security risk need to be analyzed and relevant security requirements need to be specified.
This recommendation is expected to sort out the security risks existing in FMSC and put forward the corresponding security guideline.
