Summary:

Accessibility design enables users with disabilities to access services equally in both the physical and digital worlds.. Universal design has been widely adopted in urban architecture, transportation, public environment facilities and equipment, etc. Accessibility in the information society refers to the ability of anyone, under any circumstances, to equally and conveniently access and use information. In recent years, the Internet has developed rapidly, but there is still a gap between the Internet’s rapid growth and digital accessibility.
Further efforts are required to enhance the accessibility of authentication for all people,especially for visually impaired users(VIUs), which is the precondition to access the information service and products for VIUs. Convenient and secure accessible authentication solutions and standards are strongly needed.
This Recommendation is mainly aimed at visually impaired users.. Traditional authentication technologies (such as KBA) are not available or friendly enough to visually impaired users. The significance of this proposal is to narrow the digital divide for visually impaired users, solve the problem of visually impaired users integration into the digital society, and promote the universal benefit and healthy development of the digital economy through the authentication accessibility standard for visually impaired users.
In order to help visually impaired users conveniently access the digital services with their terminals (such as mobile phone), it is necessary to provide convenient and secure authentication requirements for visually impaired users. With the authentication scheme provided by this Recommendation, visually impaired users can implement the authentication easily and securely, and then enjoy the digital services.
This Recommendation provides technical requirements for authentication accessibility for visually impaired users based on different technologies, including accessible captcha, accessible handwriting recognition, accessible face recognition, accessible fingerprint recognition, accessible voiceprint recognition, accessible password, accessible KBA(Knowledge-Based Authentication ), accessible OTP(One Time Password), etc. By using one of those technologies or the combination of them, convenient and secure authentication requirements for visually impaired users are provided.
