Summary: Circular city has been defined as the city that utilizes its assets (infrastructure, resources, goods, and services) as inputs for circular action (sharing, recycling, refurbishing, re-using, replacing, and digitizing) and generates corresponding circular outputs (i.e., purified, and reused water). The above definition and existing findings show a potential use of the information and communications technologies (ICT) and of innovation that can establish asset utilization and transform linear to circular outputs within the city boundaries. This draft Recommendation defines key performance indicators (KPIs) in the context of circular cities. Evaluating these indicators can help cities as well as their stakeholders understand to what extent they may be perceived circular cities.
