In order to improve the efficiency of carbon emission data management and promote the sharing and utilization of carbon emission data, this Recommendation specifies a framework for carbon emission data management platforms based on distributed ledger technology (DLT), which provides the specific application of DLT in the context of carbon neutrality, as well as defines the functional modules and requirements of carbon data management platforms in various stages.
