本建议书从最终用户视角出发定义了一个多媒体服务质量（QoS）类别的模型。通过审议一系列多媒体应用的用户期望，基于对信息丢失和延迟的容限，确定了八个不同类别。其目的是这些类别构成定义实际底层传输网络的QoS等级，以及相关的QoS控制机制的基础。
