3 Opportunities identified for the implementation of

Recommendation ITU-T L.1031

The main challenge is to develop an
inventory of WEEE organized into specific
categories, identifying the role of each of the
players and the flow of materials between
them. The inventory allows countries to
define the context for developing and
evaluating their WEEE management
system through key performance indicators
and recovery targets in each category. This
allows responsibilities and scopes within
the national management systems to be
established.

The Government of Argentina decided to cooperate with ITU and CRBAS in the analysis of
Recommendation ITU-T L.1031, as an opportunity to develop waste prevention and reduction
programmes, and to describe the actions needed to implement the waste reduction target
successfully.

Recommendation ITU-T L.1031 can be applied by countries interested in taking their first step
to reducing waste and setting specific goals over time, as recognized by the government.
Consequently, once the Recommendations presented at the different meetings were analysed,
the objectives that set the scope of the implementation in Argentina were defined.

3.1 Implementation of Recommendation ITU-T L.1031: Case of
Argentina

Based on the analysis performed by the stakeholders, it was decided to carry out the first
implementation step of Recommendation ITU-T L.1031 described in Figure 1, since it was the
only phase that could be implemented considering the country's regulations and the general
context of the matter. In Step 1, implementation focused on the preparation of a comprehensive
inventory, as shown in Figure 2 (e-waste inventory in six phases based on the Basel Convention). 24
