Implementation of the ITU-T International Standards for the Sustainable Management of
                          Electrical and Electronic Equipment: On the road to a circular economy in Argentina



                  person, of current and future generations, to live in a healthy environment and to sustainable
                  development.

                  The EscazĂș Agreement aims to promote balanced public policies and, above all, to respect
                  the requirements of citizen participation and guaranteeing the rights, of vital importance for
                  the WEEE management, where the voices of various players guarantee proper management.

                  Provincial regulations

                  At the provincial level, the Province of Buenos Aires enacted in 2011 Act. 14.321, for the
                  sustainable management of WEEE. However, regulations have not yet been developed for
                  this Act, and although there is a registry of WEEE managers, it does not extend to private
                  generators, SMEs or public entities, these being medium and large companies, the main
                  contractors registered in the Provincial Agency for Sustainable Development (OPDS). In any
                  case, anticipating the National WEEE Management Act, the province of Buenos Aires, which
                  concentrates 40 per cent of the population and 50 per cent of the national GDP, adopted
                  Resolution OPDS 101/2010, with the objective of "promoting in the province of Buenos Aires
                  the management of waste electrical and electronic equipment, with the following priorities:
                  generation prevention, re-use, recycling, other forms of recovery and final disposal to protect
                  the environment".

                  It also defines Waste Electrical and Electronic Equipment (WEEE) as out-of-use EEE and all
                  components, subassemblies, and consumable parts of the product at the time it is discarded.

                  Resolution 101/2011 has also been adopted in the Province of Buenos Aires, approving a
                  voluntary programme for the certification of sustainable management of waste electrical and
                  electronic equipment, to create a registry of electrical and electronic equipment producers.

                  At the national level, Resolution 522/16  on the National Strategy for the Sustainable

                  Management of Special Waste of Universal Generation is available, WEEE as well as batteries
                  and portable rechargeable batteries are within its scope.

                  There are other Acts, Resolutions, and Programmes applicable in some provinces of the
                  Argentine Republic such as Act 9373  published in 2013 in La Rioja, designed as a recycling

                  programme of waste electrical and electronic equipment, whose main objectives focus on
                  minimizing the waste generation stage, as well as the environmental impacts they cause, the
                  recovery of WEEE, the re-use and recycling of parts and components, and the obligation not
                  to dispose of WEEE as urban waste, among others.
