​​​​​​​​​​​Bilel Jamoussi 
Deputy to the Director and Chief of Telecommunication Standardization Policy Department (TSB), ITU


Tunisian born, Dr. Bilel Jamoussi is Deputy to the Director and Chief of Telecommunication Standardization Policy Department (TSB) in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.​​

​​ Ana Isaías
Senior Consultant and Project Manager, ANACOM, Portugal


Ana is an Electronics and Telecommunications Engineer from the University of Aveiro (Portugal). Her professional journey encompasses roles at Siemens and NOKIA, where she provided technology and platform solutions for Operators and their communication networks. Currently, at ANACOM, she is responsible for the development/ new versions of SIIA as a senior consultant and project manager.


​​Pau Castells
Head of Economic Analysis, GSMA Intelligence​

Pau is head of the economic research department of GSMA. He is an author of leading economic research on telecommunications and the digital ecosystem, and a recognised international voice on the key economic and strategic choices of digital transformation. Before joining the GSMA, he developed his career as an economist both in the financial sector as well as in several UK government departments, specialising in the economic analysis of public policy and regulation in the energy, ICT and digital sectors. Aside from economic research, he makes regular public speaking engagements and with the media.  Pau holds a Ph. D. in Economics from the Autonomous University of Barcelona.


Abraão Silva
Executive Superintendent, ANATEL, Brazil

Abraão Balbino e Silva, born in Brasilia, Brazil. He currently holds the position of Executive Superintendent of Anatel, where he works in the regulatory management of the Agency's technical areas and corresponding interface with the Presidency and the Board of Directors. Previously, he was the head of the Competition Superintendence, responsible for the economic regulation of telecommunications service providers, for the analysis of the competitive and corporate environment, evaluation and pricing of cost structures and valuation of services, in addition to mediating the relationship between providers and between them. and external entities, in matters related to telecommunications and implementation of measures to pro-competition in the telecommunications sector. In the international field, he represents Brazil as vice-president of the study commission of the International Telecommunications Union (ITU) responsible for issues related to the policy and regulation of international telecommunications. He is the author of books and academic articles related to the sector, having several publications since 2004. In 2016, he co-authored the book "Banda Larga no Brasil: past, present and future". In 2011, it won the SEAE Award for Economic Regulation, with the text "Remuneration of Mobile Telephone Networks". He has been a career employee at Anatel since 2007. Before joining the federal public service, he worked in the engineering and marketing areas of companies in the telecommunications sector.​
