Organization of the work of SG20
ITU-T SG20 Management Team
During the WTSA-24 (New Delhi, 15-24 October 2024), the Chairs and Vice-Chairs of ITU-T SG20 were appointed, as contained in
TD95. This document was presented and noted during the SG20 plenary.
ITU-T SG20 Structure
The structure of SG20 was presented during the opening plenary on 15 January 2025, as contained in TD97. ITU-T Study Group 20 has reached consensus to establish a new Question titled “Internet of Things (IoT) solutions for effective energy management in smart sustainable cities and communities (SSC&C)". Its Terms of Reference is contained in TD141. It was also agreed to send an outgoing liaison statement to TSAG to review the ToR and approve the text of the new Question (WTSA Res.1 §s 7.2.2, 7.3.3, 7.3.5, 8.2), as contained in TD187-R1. The updated structure of SG20 was subsequently approved during the plenary session on 22 January 2025, as contained in TD97-R1.
Additionally, the designation of Working Party Chairs and
Vice-Chairs, along with the Rapporteurs and Associate Rapporteurs, was approved during the plenary session on 22 January 2025, as contained in
TD156-R2.

TD140 on Proposed new vice-chair for SG20RG-ARB from Kuwait was presented. It was agreed to designate Ms. Rana Alsaqabi from the Communication and Information Technology Regulatory Authority (Kuwait) to replace Mr. Khaled Al-Azemi as Vice-Chair of SG20RG-ARB.
ITU-T SG20 Regional Group for Latin America (SG20RG-LATAM)

TD144 on Proposed new vice-chair for SG20RG-LATAM from the Dominican Republic was presented. It was agreed to designate Ms Amparo Arango from the Instituto Dominicano de las Telecomunicaciones (Dominican Republic) as Vice-Chair of SG20RG- LATAM.
ITU-T SG20 Regional Group for Eastern Europe, Central Asia and Transcaucasia (SG20RG-EECAT)
- It was noted that there are no updates for SG20RG-EECAT.
ITU-T SG20 Regional Group for Asia Pacific (SG20RG-AP).
- It was noted that there are no updates for SG20RG-AP.
Proposed Correspondence Group on Internet of Things Security (CG-IoTSec) WTSA-24 instructs ITU-T Study Groups 17 and 20 to establish a joint coordination or agreement mechanism between the study groups to determine a demarcation line on the topic of Internet of things (IoT) security, and report to TSAG (see
WTSA Action [50/1]).
To implement the decisions of WTSA-24, ITU-T Study Group 20 convened an ad hoc session on security on 16 January 2025, chaired by Dr Ramy Ahmed Fathy. During this session, it was agreed to propose the establishment of a Joint Correspondence Group on Internet of Things Security (CG-IoTSec) between ITU-T Study Groups 17 and 20.
It was agreed to send a liaison statement to SG17, as contained in TD170-R1. Dr Ramy Ahmed Fathy, WP3/20 Chair, was proposed as the Co-Convenor of CG-IoTSec should it be established. The draft ToR and the meeting report of the ad hoc session can be found in TD171-R1.
Proposed Correspondence group on Internet of Things identification and Numbering, Naming, Addressing and Identification aspects (CG-Identification)
WTSA-24 instructs ITU-T Study Groups 2 and 20 to establish a joint coordination or agreement mechanism between the study groups to determine a demarcation line for IoT identification and NNAI aspects, and report to TSAG (see
WTSA Action [39A1/1]).
To implement the decisions of WTSA-24, ITU-T Study Group 20 convened an ad hoc session on identification on 17 January 2025, chaired by Dr Ramy Ahmed Fathy. During this session, it was agreed to propose the establishment of a Joint Correspondence Group on IoT identification and NNAI aspects (CG-Identification) between ITU-T Study Groups 2 and 20.
It was agreed to send a liaison statement to SG2, as contained in TD188-R1. Mr Jun Seob Lee, WP2/20 Chair, was proposed as the Co-Convenor of CG-Identification should it be established. The draft ToR and the meeting report of the ad hoc session can be found in TD189-R1.
Proposed Correspondence group on Trust (CG-Trust)
WTSA-24 instructs ITU-T study groups, inter alia Study Groups 13, 17 and 20, to establish a coordination mechanism between the study groups in order to deliberate on the topic of "trust" (including trusted information) and "trustworthiness", and report to TSAG (see
WTSA Action [50/2]).
To implement the decisions of WTSA-24, ITU-T Study Group 20 convened an ad hoc session on trust on 20 January 2025, chaired by Dr Ramy Ahmed Fathy. During this session, it was agreed to propose the establishment of a Joint Correspondence Group on Trust (CG-Trust) between ITU-T Study Groups 13, 17 and 20.
It was agreed to send a liaison statement to SG13 and SG17, as contained in
TD341. Mr Gyu Myoung Lee, Q4/20 Rapporteur, was proposed as the Co-Convenor of CG-Trust should it be established. The draft ToR and the meeting report of the ad hoc session can be found in
TD342.
Joint session of SG20 and SG21 on metaverse
A joint session of SG20 and SG21 on metaverse standardization was held on 20 January 2025, chaired by Mr Muath Alrumayh, SG20 Vice-Chair, and Mr Vincent Affleck, SG21 Vice-Chair.
During the session, the following documents were presented and discussed:

SG20-TD153 = SG21-TD28: Draft agenda for the Joint session of SG20 and SG21 on metaverse, which included the following addendums:
Addendum 1: ITU-T SG20 Activities on metaverse presented by Jun Seob Lee (ETRI, Korea), provided an overview of SG20's ongoing work in this domain.
Addendum 2: Draft harmonized ToR of JCA-MV merging C26 and C53 contributions of SG21 was presented by Shin Gak Kang, Chair of SG21 AHG-MV.
Addendum 3: ITU-T SG21 Activities on metaverse also presented by Shin Gak Kang Chair of SG21 AHG-MV, highlighted SG21's ongoing activities.
Additionally, the following key Contributions were presented:

SG20-C63 = SG21-C53: Request for comments on the draft Terms of Reference for JCA-MV under TSAG, presented by Shin Gak Kang (ETRI, Korea).

SG21-C26: Proposed draft ToR of Joint Coordination Activity on metaverse(JCA-MV) and proposal on sending the ToR to TSAG from SG21, presented by Hideo Imanaka (Japan).
During the discussions, SG20 and SG21 agreed to submit the proposed draft Terms of Reference for the Joint Coordination Activities on metaverse standardization (JCA-MV) to TSAG for consideration as detailed in Addendum 4 of
SG20-TD153/GEN &
SG21-TD28/PLEN. The report of the joint session can be found in Addendum 5 of

Joint IEC-ISO-ITU Smart Cities Task Force (J-SCTF)
TD143 on “Update on Joint IEC-ISO-ITU Smart Cities Task Force (J-SCTF) activities" was presented during the JCA IoT and SC&C meeting. The J-SCTF officially concluded its four-year mandate in October 2024, and a final report is being prepared for submission to the governing bodies of IEC, ISO, and ITU. The final report is expected to be presented to ITU Telecommunication Standardization Advisory Group (TSAG) in May 2025. It was agreed that the continuous updating of the smart cities standards mapping will now be carried forward under the JCA-IoT and SC&C.
Joint Coordination Activity on Internet of Things, digital twins and smart sustainable cities and communities (JCA-IoT, DT and SSC&C)
A proposal to revise the ToR of JCA-IoT and SC&C was submitted to the SG20 meeting held from 15 to 24 January 2025, as contained in
C10. During this meeting, SG20 agreed that the proposal should be discussed at the 30th JCA-IoT and SC&C meeting. In addition, Mr Emanuele Nastri (Italy) was appointed as the co-convenor of the JCA-IoT and SC&C during the SG20 opening plenary on 15 January 2025.
The 30th meeting of the JCA-IoT and SC&C took place on 16 January 2025, under the Chairship of Mr Toru Yamada and Mr Emanuele Nastri. All the meeting documents can be found here. At the JCA-IoT and SC&C meeting, it was agreed to revise both the title and the ToR of the JCA, as detailed in TD177. Additionally, it was agreed to send the outgoing liaison statement to TSAG to kindly invite TSAG to review the adjusted title and Terms of Reference for JCA-IoT and SC&C and approve its continuation, as contained in TD175-R1.
The revised title and ToR of the JCA, along with the report of the 30th JCA-IoT and SC&C meeting, as contains in TD296-R1, were presented by Mr Toru Yamada, JCA-IoT SC&C Co-Convener, and were approved during the ITU-T SG20 plenary held on 22 January 2025. The agreed revised title of the JCA is “Joint Coordination Activity on Internet of Things, digital twins and smart sustainable cities and communities (JCA-IoT, DT and SSC&C)".
The next JCA-IoT, DT and SSC&C meeting is planned to take place in conjunction with the next SG20 meeting in September 2025.
Promotion activities and bridging the standardization gap

Joint Bridging the standardization gap session with SG12 and SG21 took place on 14 January 2025 in Geneva and was attended by around 100 participants.

SG20 Newcomer's Session took place on 16 January 2025 in Geneva. Mr Marco Carugi, Q2/20 Rapporteur and ITU-T SG20 Mentor delivered a series of presentations which are contained in TD139 and are available HERE.

A Year of Impact –
Advancing sustainable digital transformation with ITU standards in 2024 was launched in December 2024. The Year of Impact 2024 report offers an in-depth view of ITU's accomplishments on sustainable digital transformation, smart sustainable cities, metaverse and virtual worlds. ITU has been organizing the
Digital Transformation Dialogues (DTD). DTD offers a dynamic platform to facilitate a deeper understanding of emerging technologies to reshape traditional processes, improve operational efficiency and unlock new possibilities for innovation and standardization. More details can be found HERE.

Throughout 2024, the Digital Transformation Resource Hub continued to collate a range of quality publications on various digital transformation topics such as smart sustainable cities, AI, IoT, blockchain, digital twin, metaverse, digital public infrastructure and digital transformation trends.

Future events and dates of next ITU-T SG20 meeting
