ITU-T Study Group 11 “Signalling requirements, protocols, test specifications and combating counterfeit telecommunication/ICT devices” meeting was held in Geneva from 14 to 22 July 2026 and was attended by 196 delegates from 42 countries. The list of participants is available in SG11-TD1095/GEN.

Webcast, remote participation and captioning were provided for the study group opening and closing plenary sessions, consistent with the revised Supplement A.4. All other sessions were supported by ITU MyMeetings remote participation tool. The remote participation guideline was available on the ITU-T SG11 webpage for Delegates and Moderators. Additional remote participation guidance is contained in SG11-TD1099/GEN.

Interpretation was provided in Arabic, Chinese, English, French, Russian and Spanish at the closing plenary.

10     Conformity Assessment Steering Committee
The twenty third meeting of the ITU-T Conformity Assessment Steering Committee (CASC) was held in Geneva on 15 and 17 July 2026 during the ITU-T SG11 meeting.

The meeting covered the status of Testing Laboratories (TLs), proposals to update the reference table of ITU-T Recommendation suitable for C&I and list of pilot projects, as well as appointment of ITU-T technical expert.

Status of ITU Testing Laboratories Database: As of 1 July 2026, 16 testing laboratories were registered in ITU Testing Laboratories Database (https://itu.int/go/tldb). Since March 2026, one new testing laboratory had been registered, and several existing laboratories had renewed or updated their scopes of accreditation during the reporting period. More details are available TD1149-R1/GEN and in ITU Testing Laboratory Database (https://itu.int/go/tcdb).

ITU technical experts appointed by CASC: based on received LS from SG21 (TD1120/GEN) in accordance with cl.9.1 of the ITU-T CASC Procedure to Appoint ITU-T Technical Experts, Mr. Chucri A. Kardous (WHO) was appointed as an ITU-T Technical Expert for Recommendations ITU-T H.870 and ITU-T H.872. The updated list of technical experts is available in the CASC report and reflected in the CASC webpage, https://itu.int/go/casc.

C&I Reference table and C&I pilot projects: based on received inputs from SG5, SG15 and SG20, CASC revised the reference table of ITU-T Recommendations suitable for C&I testing (https://itu.int/go/reference-table) and the list of pilot projects (https://itu.int/go/pilot-projects).

C&I questionnaire: following the request to reinitiate the C&I questionnaire in order to update it with SGs inputs, it was recalled that the questionnaire was circulated directly to ITU-T members to gather information from national entities responsible for conformity assessment, type approval and related regulatory frameworks. SGs were not asked to provide inputs, while they were informed about this questionnaire in order to encourage their members to participate in. In this regard, CASC decided to do not reinitiate this questionnaire at the moment.

Collaboration with Global Accreditation Cooperation Incorporated (Global ACI): CASC was informed that ITU-T and Global ACI signed a Memorandum of Understanding in June 2026, replacing the previous Memorandum of Understanding signed in 2022 between ITU-T, ILAC and IAF. It was noted that this new cooperation framework will support the continued implementation of the ITU Conformity Assessment Programme and future recognition of ITU Testing Laboratories.

The next CASC meeting is planned for March 2027 during the SG11 meeting in Geneva. More details about CASC results are available in SG11-TD1118/GEN and its webpage at: https://itu.int/go/casc​.

11     Signalling and protocols​​
SG11 determined 1, consented 16 new Recommendations, agreed 2 new Technical Reports, advanced 57 ongoing work items and initiated 21 new work items on signalling and protocols-related aspects. As of 22 July 2026, there are 101 ongoing work items related to signalling.
More details are available in WP1/11 and WP2/11 reports (SG11-TD1151-R2/GEN and SG11-TD1152-R3/GEN​).

11.1 Signalling requirements for emergency telecommunications
SG11 consented draft Recommendation ITU-T Q.3067 “Requirements and framework for network-based rapid response to disaster caused by natural hazards” (see cl.4 above). SG11 continues revising ITU-T Q.3647 and Q.Suppl.62 related to the emergency telecommunications services.

​11.2 Intent-based Network and real-time communication
With regard to intent-based networks and real-time communication, SG11 consented two draft new Recommendations and one Technical Report, as follows (see cl.4 above):

11.13​     ​Signalling security
Since 2016, ITU-T SG11 continues its studies on implementation of security measures, in particular to use digital public-key certificates in the signalling level in order to cope with different types of attacks on existing ICT infrastructure and services (e.g., OTP intercept, calls intercept, spoofing numbers, robocalls, etc.). More details are available on dedicated webpage at: https://itu.int/go/SIG-SECURITY.

Following joint interim RGM of Q1/2 and Q2/11 and received contributions, SG11 finalized and determined draft new Recommendation ITU-T Q.3070 (ex Q.TSCA) “Requirements for issuing end-entity and certification authority public key certificates for enabling trustable signalling interconnection between network entities”.

In addition, SG11 started revision of Recommendations ITU-T Q.3062 and ITU-T Q.3063 and a new Supplement Q.Sup.IGF-CFC which defines the implementation guideline framework on combating fraudulent communications using digital public-key certificates.
ITU-T SG11 continues close collaboration with ITU-T SG17 and ITU-T SG2 on this subject matter and informed them and TSAG via LSs accordingly.

12     Testing and monitoring specifications
ITU-T SG11 determined 1, consented 1 new Recommendations, agreed 1 Technical Report and started 8 new work items related to testing and monitoring specifications. SG11 made progress on 19 ongoing work items. As of 22 July 2026, there are 32 ongoing work items related to testing and monitoring.

SG11 determined draft new Recommendation ITU-T Q.4083 (ex Q.MPSG) “Monitoring parameters for IMT-2020 networks and beyond supporting smart grid”. SG11 consented one draft new Recommendation and agreed a new Technical Report (see cl.4 and cl.5.4 above):​

At this particular meeting, further to TSB Circular 125 of 1 April 2026 and the results of the TAP consultation (see SG11-TD1110/GEN), the draft Recommendation ITU-T Q.5057 (ex Q.GIR) “Technical requirement for a global international mobile equipment identity registry” was not approved. More details contained in WP3/11 report (SG11-TD1153-R1/GEN) and TSB Circular 151​.
In addition, SG11 agreed the following one new and one revised Supplements, as well as a new Technical Report:
SG11 made progress on 7 ongoing work items and no new work items started at this meeting.
As of 22 July 2026, there are 4 ongoing work items related to combating counterfeiting and stolen ICT devices.

14     AI-related work
SG11 continues developing standards related to AI-enabled signalling, testing and monitoring. At this particular meeting, SG11 consented AI-related one draft new Recommendation under Q.4180-Q4279 sub-series (see cl.4 above):
SG11 started three AI-related four work items:
15     SG11 Workshops, Webinars and ad-hoc sessions
ITU Workshop on AI benchmarking and AI-powered testing held in Geneva on 10 July 2026, as part of the ITU AI for Good Summit.

The aim of the workshop was to showcase ongoing ITU-T standardization activities as well as initiatives and projects of other parties in the development of AI monitoring and benchmarking frameworks that support users in assessing the effectiveness, robustness, and reliability of ML/AI systems they use. Also, it highlighted emerging AI based tools that can be used to support testing procedures and automate evaluation workflows.

Overall, the Workshop underlined the need for ITU to continue developing standards which are to ensure that AI systems and AI-enabled testing environments are reliable, interoperable, measurable and trustworthy throughout their lifecycle. Participants examined current gaps and potential opportunities for future standardisation efforts in evaluation methodologies and benchmarking approaches for AI, fostering advancement in this critical field.

The outcomes which include a summary of the main discussion points, key takeaways, and recommended actions, as well as all presentations are available in SG11-TD1240/GEN​.

16     iLSs addressed to All/11
SG11 organized ad-hoc sessions to discuss the iLSs addressed to QAll/11. The agenda is available in SG11-TD1268-R1/GEN. SG11 prepared reply to TSAG LS on A.19 (ex A.RA) (SG11-TD903/GEN). The reply contains in SG11-TD1456/GEN.

Regarding the LSs from TSAG on checklist for ITU-T deliverables (SG11-TD906/GEN), the Lead Study Group (SG11-TD912/GEN) and modernization of ITU-T Study Groups (SG11-TD1172/GEN), the responses will be prepared by SG11 management in conjunction with Rapporteurs to be sent to TSAG in due course.

The LS from TSAG on enablers in the ITU Strategic Plan for 2028-2031 (SG11-TD1171/GEN) was noted and there were no LSs to TSAG on Digital Transformation (SG11-TD914/GEN) in addition to the one which SG11 sent in March 2026 (SG11-TD1078/GEN).

Regarding LS from TSAG on ITU-T Standards Success Stories (SG11-TD1218/GEN), SG11 announced a call to its members to update SG11-TD662-R1/GEN based on recent approved ITU-T Recommendations and their implementations.

The response to the LS received from JCA-IMT2020/2030 on IMT-2020 and 2030 roadmap is available in SG11-TD1367/GEN.
The LSs from SG5 on NGMN Alliance on RAN Transport Networks (SG11-TD1229/GEN) and SG20 about FG-AI4SSC (SG11-TD1213/GEN​) were noted.

The response to LS from SG5 on terminology for Computing power and Electric power Coordination (SG11-TD1227/GEN) was prepared by Q13/11 (SG11-TD1303/GEN​).

17     Stale work items
There were no stale work items at this meeting (SG11-TD1129/GEN). It was noted that there are several work items which may become stale within 3-6 months. Some of them were updated based on received contributions and consequent discussion.

18    SG11 action plan
There are no updates for SG11 action plan for the study period 2025-2028. The latest version agreed in February 2025 is available in SG11-TD198/GEN.

22     ​Regional Groups meetings
Since last SG11 meeting (Geneva, 3-11 March 2026), there were no Regional Groups meetings of SG11. The dates and venue are to be confirmed.

23​     Preparation for new study period
SG11 began preparations for the new study period by establishing an ad-hoc group (NSP ad-hoc) during this meeting. The meeting agreed the ad-hoc group’s ToR (SG11-TD1233/GEN). It was agreed that any proposal on revision of Questions texts and/or SG11 Mandate and its Lead Study Group roles should be based on initial texts which are available in SG11-TD1235/GEN and SG11-TD1234/GEN.

Mr Cheng Li (SG11 VC) was appointed as a Convener of this ad-hoc. The first interim NSP ad-hoc will be held virtual on 16 December 2026 (1100-1300 hours, Geneva time, TBA). The announcement will be circulated via SG11 mailing list (t25sg11all[at]lists.itu.int). For interim NSP sessions, documents will be shared via the SG11 SharePoint.

All Rapporteurs were encouraged to consider ToR of particular Questions during their interim RGM scheduled prior to first meeting of NSP ad-hoc. The relevant updates were agreed at the closing plenary, SG11-TD1148-R1/GEN.

24     WTSA action plan
